Description:
Manages personnel and resources of the University of Houston Police Department (UHPD) at the direction of the Chief of Police. Provides leadership in law enforcement, crime prevention, officer training, and community relations. The principal functional areas of UHPD are patrol; investigations; special services; training; security; communications; records; training and police systems. Pursuant to the State of Texas Executive Order No. GA-48, this position researches, works on, or has access to critical infrastructure and requires the ability to maintain the security or integrity of the University infrastructure. This position requires personnel be routinely reviewed to determine whether or not criminal history or continuous connections for the government or political apparatus of a foreign adversary might prevent the employee from being able to maintain the security or integrity of the infrastructure.
- Provides leadership and staff development for all functional areas of UHPD, including direct supervision of Lieutenants and Managers, as well as functional supervision for all Police Department staff members through the chain of command.
- Assists the Chief in developing and administering departmental operating budgets.
- Ensures compliance with all federal, state and local laws, and UH System and University policies and procedures.
- Oversees and evaluates the performance of division personnel.
- Develop, implement and maintain programs for police personnel training, career development and continuing education.
- Investigates complaints against UHPD personnel, issue findings and take corrective actions in accordance with policies and procedures.
- Assists with providing leadership for officer recruitment and selection procedures, hiring and termination decisions in accordance with University policies and procedures.
- May serve as liaison to university departments, other law enforcement agencies, and serves on various standing and ad-hoc committees.
- Plan and direct operations to ensure most efficient use of staff, facilities, equipment and financial resources.
- Keep informed of latest innovations in police work, especially those in higher education, and implement the most appropriate innovations at the university.
- Performs other job-related duties as needed.
MQ: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
