Job Description
The Director of the Office of Institutional Culture, serving as the University Title VI & VII Coordinator, is a strategic leader responsible for advancing equity, compliance, and belonging across Austin Peay State University. This role ensures institutional adherence to Title VI of the Civil Rights Act of 1964 and Title VII of the Civil Rights Act of 1964, which prohibit discrimination based on race, color, national origin, and other protected characteristics in federally funded programs and employment practices. The Director fosters a culture of respect, ethical integrity, and continuous improvement through policy leadership, education, and cross-divisional collaboration.
Key Responsibilities
Title VI & VII Compliance Leadership
- Oversees institutional compliance with Title VI and Title VII regulations, ensuring alignment with federal, state, and local laws.
- Develops, implements, and reviews policies and procedures to prevent discrimination and promote equity.
- Investigates and resolves complaints of discrimination, disparate impact, or bias based on race, color, national origin, or other protected categories.
- Monitors institutional decisions, programs, and practices for compliance and equity impact.
Education, Training, and Awareness
- Designs and delivers training for faculty, staff, students, and administrators on Title VI/VII obligations and practices.
- Leads campus-wide educational campaigns to promote civil rights awareness, respectful communication, and cultural humility.
- Develops accessible, emotionally intelligent materials that foster understanding and dialogue.
Evaluation, Reporting, and Data Strategy
- Conducts impact assessments and equity reviews of institutional policies and programs.
- Collects and analyzes demographic and programmatic data to identify disparities and inform strategic interventions.
- Prepares and submits compliance reports to federal and state agencies, ensuring accuracy and transparency.
Engagement, Advocacy, and Support
- Serves as a visible advocate and point of contact for individuals experiencing or alleging discrimination.
- Collaborates with university leadership, legal counsel, HR, student affairs, and academic units to ensure integrated compliance strategies.
- Facilitates restorative and trauma-informed responses to campus incidents involving bias or discrimination.
Institutional Culture and Strategic Leadership
- Leads initiatives to assess and enhance institutional culture, climate, and belonging.
- Partners with campus units to design recognition programs that honor the contributions of employees.
- Develops leadership programming that centers on inclusive practices, emotional intelligence, and cross-divisional collaboration.
- Benchmarks national best practices and adapts innovative strategies to APSU's context.
Recordkeeping and Audit Preparation
- Maintains secure, detailed records of complaints, investigations, trainings, and compliance reviews.
- Ensures documentation is audit-ready and aligned with oversight body expectations.
Minimum Qualifications
- Demonstrated expertise in civil rights compliance, inclusive leadership, and institutional culture development.
- Exceptional communication skills with the ability to distill complex issues into clear, actionable guidance.
- Proven ability to lead with emotional intelligence, empathy, and strategic vision.
- Experience in qualitative research, policy development, and cross-divisional collaboration.
- Commitment to ethical integrity, transparency, and continuous improvement.
- Certified through ATIXA, NABITA, or other reputable compliance organizations.
- Bachelor's Degree, Master's preferred
