Position Summary/Description:

UNC Police Lieutenant is a first line Police Commander. Responsibilities of this position include supervisory and managerial duties in directing a Police function such as a Patrol Squad, Community Response Unit, Criminal Investigations Section, Internal Affairs, or CALEA/IACALEA Accreditation. Six Police Lieutenants report directly to a Division Commander and one Police Lieutenant reports directly to the Chief of Police. Lieutenant duties can include management and supervision of a patrol unit, CRU, or the Criminal Investigations Section, or investigating citizen complaints, preparing Administrative Reviews, and managing the department's compliance with law enforcement standards.

Police Lieutenants work with minimal supervision in daily managerial and administrative functions in a complex 24/7/365 work environment. Any Police Lieutenant may be required to take command of any operational situation on campus and is responsible for demonstrating command presence and managing personnel and other resources to mitigate and resolve the situation. Police Lieutenants direct the actions of any Police line personnel (Officers and Sergeants) as part of the chain of command. All Police Lieutenants are responsible for exercising independent judgment and competencies commensurate with a Police middle management position. Police Lieutenants evaluate appropriateness of officer responses; designate assignments; manage criminal or internal affairs investigations, direct needed resources; and interpret laws, ordinances, and department policies and procedures.

Duties may include orientation, review, and training of officers, conducting pre-shift briefings, reviewing reports and investigations, activity coordination, supervising CALEA and IACALEA compliance, and providing input concerning operational planning.

Education and Experience:

Prefer candidate that has acquired an Associate's or Bachelor's Degree from an accredited college or university and has 5 years law enforcement experience, 2 of which with the UNC Chapel Hill Police Department. Prefer candidate that has law enforcement supervisory experience.

Essential Skills:

Candidate must have progressively responsible experience in law enforcement, including supervisory experience; or an equivalent combination of training and experience. The successful candidate will demonstrate an understanding and support of the community oriented policing philosophy. Candidate must have the ability to direct sworn police officers in one of the Police Operations Units including but not limited to evaluating the work of others; exercise independent judgment in the interpretation, application and enforcement of state laws and regulations; develop work assignments and responsibilities to achieve short-range goals and objectives for the assigned squad/unit; policies of the organization; ability to manage the development of assigned officers to include, coaching, counseling, disciplining, and performance evaluation; inspire others, building trust through actions and creating a culture of ethical principle; plan and support the training and development of squad/unit officer; the candidate must have the knowledge and skills to apply the laws regulating the rights of suspects, search and seizure, maintaining the chain of evidence, arrest authority, and the appropriate use of force. The ability to apply emergency response principles and techniques; possess the skills in the use of firearms,, and other equipment used in enforcement; ability to act quickly and intelligently in emergency situations; effectively carry out oral and written instructions; and effectively communicate and deal with the public and the campus community. The candidate for this position will be considered an 'ESSENTIAL' Emergency Duty Employee. This means that the position is one that is necessary to ensure University operations continue uninterrupted during periods of adverse weather and/or other emergency situations, including those that require the University to close. As such the employee in this position will be required to report to work according to their usual schedule, or upon notification to report outside of their usual work schedule. Work schedule: 48 hours one week, 36 hours second week. Rotating shifts, Dupont Schedule. Applicants must be eligible for immediate certification in accordance with the provisions of North Carolina Criminal Justice Education and Training Standards Commission. Candidate must be able to satisfy the physical standards requirement of a sworn police officer as mandated by the North Carolina Criminal Justice Education and Training Standards Commission; must have a valid North Carolina Driver's License.
