Organizational Unit Overview:

Facilities Services is a unit in the Campus Operations Division, which is a part of a broad division of Administration and Finance that includes all aspects of facilities management at East Carolina University. East Carolina University is the third-largest university in the University of North Carolina system with approximately 28,000 full-time students and a staff of approximately 6,000. The university is comprised of 6.2 million square feet of facilities located on 1319 acres with $1.49 billion in physical assets. * This includes the Main, Health Sciences, West Research Campuses, and satellite locations associated with university programs. Facilities Services has an annual budget in excess of $30 million and employs over 400 full-time employees. Major functions include facilities maintenance and housekeeping services. Facilities Service's primary purpose is to plan and perform corrective and preventive maintenance functions on all building structures and equipment and utility infrastructure. Corrective maintenance returns equipment to optimal design performance after failure or upon degradation from age, adverse operation conditions, etc. Preventive maintenance minimizes equipment failures and reduces corrective maintenance.

Job Duties:

Installs complete electrical systems, either by retrofit or new construction, including main feeder circuits, breakers, distribution panels, wire mold, special voltage outlets, lighting fixtures, emergency power outlets, power supply to HVAC controls. Install and terminate control/metering wiring for electrical equipment such as motor control centers, switchgears, switchboards, Automatic Transfer switches, Fire Alarm Control Panels (FACP), and lighting controls systems. Install complete electrical systems for specialized medical and research equipment, often including special transformers, cable troughs, water chillers, power conditioners, isolation transformers and UPS systems. Installs underground outdoor electrical systems to feed parking lots, streets, safety lighting, and special purpose outlets. Installs special lighting controls for auditorium stage and house lighting.

Inspect, test, maintain, and repair all 12,470-volt electrical generation, distribution and utilization equipment on the Health Sciences and West Research Campuses as directed by supervisor. To include but not limited to: electrical transmission and distribution conductors, raceways, switches, transformers, sectionalizing switches, switch gear, switch boards, panel boards, motor control centers, variable frequency drives, generators, automatic transfer switches, uninterruptable power supplies, power monitoring/metering systems. Utilize advanced test instruments to troubleshoot issues as well as when making equipment condition assessments; to include: digitalmultimeters, power quality data loggers, digital photometric meters, digital sound meters, motor condition meters (on & offline), infrared cameras, AC/DC insulation test equipment, earth ground resistance testers, utility locating equipment, and transformer winding resistance meters. Establish, implement, and conduct preventative maintenance programs that meet all OEM recommendations and the recommendations of NFPA 70B to ensure that all equipment meets or exceeds its rated life and performs as designed and as required by code. Maintain documentation during troubleshooting and testing.

Performs electrical and mechanical repair services on various building electrical systems verifying from 12 and 24 volts in control and communications circuits to 120, 208, 277, 480 volts in lighting distribution circuits, up through 600 volts. Replace or repair dry transformers, distribution panel boards, circuit breakers, fuses, lighting control systems, lighting contactors, lighting fixtures, egress lighting/signage, motor control centers (MCC), MCC components, Variable Frequency drives (VFD), motors, motor starters, and wiring. Troubleshoot and replace fire alarm system components such as horns, strobes, combination devices, batteries, and other auxiliary devices. Troubleshoot and repair life safety systems such as egress lighting and signage, fire detection & notification systems. Troubleshoot and repair security access systems, Nurse call systems and public address systems. Checking power supply to card readers, magnetic lock devices, electric hinges and magnetic door contactors and other remote equipment. Repair outdoor street and parking lot lighting systems by repairing breaks in direct burial feeders, replacing photoelectric controls and defective light fixtures.

Minimum Education/Experience:

High school diploma or equivalency; or demonstrated possession of the competencies necessary to perform the work. Some positions may require special licenses or certification.

License or Certification Required by Statute or Regulation:

Preferred Experience, Skills, Training/Education:

Candidates possessing considerable knowledge in the construction, installation and maintenance of applicable systems, standard practices, materials, and techniques involved in the construction and maintenance of commercial/industrial electrical systems, to include electrical distribution, emergency power generation and transmission, fire detection and notification, special equipment, and communications systems are preferred. Should have strong working knowledge of all applicable codes and methods of installation and repair of commercial/industrial electrical systems. Ability to read blueprints, schematics and drawings and to interpret those layouts. The preferred candidate will have a strong working knowledge of the NEC, NFPA: 70B & 70E. Four (4) years of progressively responsible journey level electrical experience; or, completion of a four-year federally approved technical training program in electrical repair and maintenance and two (2) years electrical experience; or, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved is preferred. Possessing a current North Carolina Electrical Contractor's License, or a NICET Electrical Power Testing Level 1 certification is advantageous. This position is subject to the Career Banding Salary Administration Plan. If candidates are not identified at the "Advanced" level as defined by Career Banding, management may consider candidates at a lower competency level. Pay will be commensurate with applicant's competencies as well as budget, equity, and market considerations.
