Job Summary
Morgan State University’s Division of International Affairs (DIA) is searching for a “Program Manager of Faculty & Scholar Services” who provides visionary leadership to advance the University’s global engagement mission. The Program Manager will serve as one of the “Alternative Responsible Officers” (AROs) for the university and play a critical role in managing H-1B international sponsored employment and J-1 visiting scholars and exchange programs, developing and maintaining strategic global partnerships, and expanding opportunities for Morgan students and faculty to engage in international education and collaboration. This position ensures compliance with federal visa regulations, supports global learning initiatives such as study abroad and virtual exchange (VE-COIL), and helps position Morgan State University as an HBCU leader in global scholarship and cross-cultural engagement. The position reports to the Director of the Office of International Students and Faculty Services (OISFS).
Job Duties
Duties & Responsibilities:
- H-1B and J-1 Visa Management and Compliance (50%)
- Oversee and manage all H-1B and J-1 visa processes for international faculty, researchers, and scholars.
- Prepare and submit timely and accurate visa petitions and supporting documentation in accordance with federal regulations.
- Advise academic departments, colleges, and hiring managers on H-1B and J-1 sponsorship procedures, timelines, and compliance requirements.
- Serve as the institutional liaison to federal agencies such as the U.S. Department of State and U.S. Citizenship and Immigration Services (USCIS) for H-1B and J-1.
- Maintain records and institutional data related to immigration compliance and ensure adherence to Morgan State University and federal policies.
- Provide expert guidance and support to international employees and scholars on visa-related matters.
- International Partnerships, Funding, and Global Initiatives (40%)
- Identify and cultivate new international partnerships that support Morgan State University’s strategic goals in global engagement and collaboration.
- Develop and pursue grant, scholarship, and funding opportunities to enhance support for study abroad students and international initiatives.
- Strengthen and expand Virtual Exchange and Collaborative Online International Learning (VE-COIL) programs across academic departments.
- Collaborate with faculty and administrative leaders to establish sustainable, high-impact global programs and exchanges.
- Support internationalization efforts that enhance Morgan’s visibility and leadership among global institutions.
- Administrative Leadership and Support (10%)
- Contribute to the strategic planning and implementation of international initiatives under the Division of International Affairs.
- Prepare reports, data summaries, and presentations highlighting the Center’s outcomes and contributions to Morgan’s global mission.
- Supervise and mentor staff and student assistants within the Center for Global Studies.
- Perform additional administrative duties and responsibilities as assigned by the Assistant Vice President for the Division of International Affairs.
Requested Minimum Qualifications
Education:
- Master’s degree in International Education, Higher Education Administration, Global Studies, or a closely related field.
Experience:
- At least five (5) years of progressive experience in international affairs, immigration services, or global program management.
Knowledge, Skills, and Abilities:
- Demonstrated expertise in H-1B and J-1 visa regulations, procedures, and institutional compliance.
- Proven success in developing international partnerships, identifying funding opportunities, and securing funding
- Experience interacting with diverse groups of faculty, staff, and external constituencies with a proven record of excellent customer service skills.
- U.S. citizenship or Permanent Residency is required to meet regulatory requirements as an Alternate Responsible Officer (ARO).
Other Preferences for Consideration
- Experience working in higher education, preferably within an HBCU or minority-serving institution.
- Experience managing international scholar and faculty services.
- Familiarity with study abroad, exchange programs, or VE-COIL initiatives.
- Supervisory and project management experience.
- Demonstrated record of successful grant writing or external fundraising.
- Working knowledge or fluency in one or more foreign languages.
- Ability to effectively prioritize and execute tasks in a fast-paced environment
Knowledge, Skills & Abilities
- Expertise in coordinating tasks and deliverables across multiple disciplines and teams in various locations and with international government and private agencies.
- Expertise in developing detailed plans for complex projects, which involve changing requirements, limited resources, and fixed deadlines.
- Excellent communication skills: must be able to communicate up and down within the organization.
- Ability to adapt and communicate within various cultures.
- Detail-oriented, analytical, problem solver, and able to work on multiple assignments concurrently.
