PM Modi Begins Two-Day Visit to West Bengal
Prime Minister Narendra Modi arrived in West Bengal for a two-day visit on June 20 and 21, 2026, marking a significant push for development in the eastern state. The visit centered on Paschimbanga Divas celebrations and the rollout of multiple central schemes aimed at boosting agriculture, infrastructure, and rural connectivity.
The Prime Minister participated in state-level Paschimbanga Divas events at Tarakeswar in Hooghly district, a location with historic ties to Dr. Syama Prasad Mookerjee. The theme for the celebrations, “West Bengal: Heritage, Harmony and Development,” highlighted the state’s cultural legacy alongside its growth aspirations.
Release of the 23rd PM-KISAN Instalment
During the event, the Prime Minister released the 23rd instalment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme. This direct benefit transfer delivered more than ₹18,880 crore to over 9.44 crore eligible farmers across India. In West Bengal alone, more than ₹900 crore reached over 45 lakh beneficiaries.
Cumulative disbursements under PM-KISAN in the state have now exceeded ₹15,000 crore. Nationwide, the scheme has transferred over ₹4.46 lakh crore since its launch in 2019. The instalment supports small and marginal farmers through timely financial assistance deposited directly into bank accounts via the Direct Benefit Transfer system.
Launch of Key Agricultural Schemes in West Bengal
The visit also saw the rollout of several flagship agricultural initiatives tailored for West Bengal farmers. These include the Pradhan Mantri Fasal Bima Yojana (PMFBY), which extends crop insurance coverage to nearly 50 lakh farmers across about 14 lakh hectares during 2026-27. The insured value stands at approximately ₹28,140 crore, with substantial premium subsidies provided by the central and state governments.
Another major announcement involved AgriStack under the Digital Agriculture Mission. This unified digital platform offers verified services such as fertiliser distribution, Kisan Credit Cards, direct benefit transfers, and procurement under the Minimum Support Price system. Farmers in the state gain streamlined access to these resources through a single interface.
The National Mission on Natural Farming was also launched, promoting chemical-free agriculture based on traditional practices. For 2026-27, West Bengal will establish 346 natural farming clusters covering 17,300 hectares. The mission includes Bio-Input Resource Centres and mobilisation of Krishi Sakhis to support adoption among farmers.
Additionally, the Pradhan Mantri Dhan-Dhaanya Krishi Yojana (PMDDKY) began implementation in four districts: Purulia, Darjeeling, Alipurduar, and Jhargram. The scheme focuses on productivity enhancement, crop diversification, post-harvest infrastructure, irrigation, credit access, and convergence of central and state programmes for integrated rural development.
Fisheries and Animal Husbandry Infrastructure Upgrades
The Prime Minister inaugurated a modernised and capacity-expanded fishing harbour at Fraserganj in South 24 Parganas district. A new modern fish market at Sainthia in Birbhum district was also opened. These facilities improve post-harvest management, reduce losses, and provide better marketing opportunities for fish producers and traders.
In the animal husbandry sector, the Regional Semen Production Laboratory and Semen Bank for Goats was inaugurated at Haringhata in Nadia district. This marks the first such facility in Eastern India under the National Livestock Mission. It supports scientific breeding, genetic improvement, and higher productivity for goat rearers in the region.

Railway and Rural Road Projects
Railway infrastructure received attention with projects worth around ₹590 crore. The Sankrail–Santragachi Link Line Project in Howrah district was dedicated to the nation, helping decongest a busy rail corridor and improving passenger and freight movement. Foundation stones were laid for a 300-bed New Divisional Railway Hospital at Howrah, featuring modern diagnostic and emergency care facilities, and for a Road Over Bridge between Haur and Radhamohanpur in Purba Medinipur district to enhance safety and traffic flow.
Forty-nine road projects under the Pradhan Mantri Gram Sadak Yojana (PMGSY-III) were inaugurated. These cover more than 315 kilometres across multiple districts, strengthening rural connectivity to markets, schools, and healthcare centres.
Naval Commissioning and International Yoga Day
On June 21, the Prime Minister commissioned three indigenously designed and built naval ships at Syama Prasad Mookerjee Port in Kolkata: INS Dunagiri, an advanced stealth frigate; INS Sanshodhak, a large survey vessel; and INS Agray, an anti-submarine warfare shallow water craft. The ships feature over 75 percent indigenous content and involved more than 200 MSMEs in their construction by Garden Reach Shipbuilders & Engineers (GRSE). These inductions bolster maritime security and domain awareness.
The same day, the Prime Minister led the 12th International Day of Yoga celebrations at Red Road in Kolkata. The theme “Yoga for Healthy Ageing” emphasised physical health, mental well-being, and active ageing. Events took place at nearly 2,500 locations worldwide.
Broader Context and Stakeholder Perspectives
The visit underscores the central government’s focus on inclusive growth in West Bengal through targeted investments in agriculture and infrastructure. Farmers stand to benefit from insurance coverage, digital tools, and sustainable practices that reduce risks and improve incomes. Fisheries and livestock sectors gain modern facilities that support value addition and market access.
Rural communities benefit from improved roads and rail links that facilitate movement of goods and people. The naval commissions highlight self-reliance in defence manufacturing. Yoga Day events promote health awareness across age groups.
Officials from the Ministry of Agriculture and Farmers Welfare collaborated with the West Bengal government to organise the events, ensuring coordinated implementation of schemes.
Impact on Farmers and Rural Economy
The PM-KISAN release provides immediate financial relief to millions of small and marginal farmers, enabling investment in inputs and household needs. Combined with crop insurance under PMFBY, it offers a safety net against weather-related losses. Digital platforms like AgriStack reduce paperwork and delays in accessing services.
Natural farming clusters encourage eco-friendly methods that lower input costs over time while preserving soil health. The Dhan-Dhaanya scheme targets backward districts for holistic development, potentially narrowing regional disparities within the state.
Fisheries infrastructure upgrades address post-harvest challenges common in coastal and riverine areas, helping producers secure better prices. Livestock improvements support supplementary incomes for rural households engaged in animal rearing.

Future Outlook and Sustainable Development
These initiatives align with the vision of Viksit Bharat, or developed India, by 2047. Continued focus on digital agriculture, natural farming, and integrated schemes could enhance productivity and resilience in West Bengal’s agrarian economy. Infrastructure projects promise lasting improvements in connectivity and public services.
Stakeholders anticipate stronger farmer participation in formal credit and insurance systems. Expansion of natural farming practices may contribute to environmental sustainability. Defence indigenisation efforts signal growing industrial capacity.
Monitoring and timely disbursement remain key to maximising benefits. Collaboration between central and state agencies will determine the pace of implementation across sectors.
Conclusion
Prime Minister Modi’s visit delivered a package of farmer-centric schemes, infrastructure upgrades, and national celebrations. The ₹18,880 crore PM-KISAN release, alongside new agricultural missions and development projects, aims to empower rural communities in West Bengal. As implementation progresses, these measures are expected to support sustainable livelihoods and regional progress.
