About Arthur

Arthur W. Andrews serves as the Dorothy H. and Lewis Rosenstiel Distinguished Professor Emeritus of Law and Senior Lecturer at the James E. Rogers College of Law, University of Arizona. He received a B.A. with highest distinction from the University of Iowa in 1959, where he was a Nile Kinnick Scholar, Phi Beta Kappa, and Omicron Delta Kappa member. Andrews earned his LL.B. from New York University School of Law in 1963 as a Root-Tilden Scholar and Vice-Chairman for Private Law Articles of the Annual Survey of American Law, followed by an LL.M. in Taxation from the same institution in 1964. Prior to academia, he practiced as a Partner at Butterfield, Hultman, Ball, Beekman & Peterson in Waterloo, Iowa (1965-1968) and Assistant County Attorney for Black Hawk County, Iowa (1967-1968). Joining the University of Arizona College of Law in 1968, he progressed from Associate Professor (1968-1971) to Professor of Law (1971-1998), Associate Dean (1971-1975), and Dorothy H. & Lewis Rosenstiel Distinguished Professor (1998-2004). He is admitted to practice in Arizona (1973), Iowa (1964), New York (1963), U.S. District Court for the Northern District of Iowa, U.S. Court of Appeals for the Eighth Circuit, and U.S. Tax Court.

Andrews' career focused on taxation, evidenced by his LL.M. specialization, supervision of the Voluntary Income Tax Assistance program for low-income taxpayers in Tucson (1970-1973), and service on the Board of Editors of the Florida Tax Review (1992-2010). Key publications include 'Rule 11 and the Nondeductibility of Monetary Sanctions Imposed Upon Attorneys,' 22 Ariz. L. Rev. (1990); 'Stock Dividend Taxation Under the Tax Reform Act of 1969'; 'The Right to Counsel in Criminal Tax Investigations'; 'Modern Day Equitable Recoupment and the "Two-Tax Effect"'; and 'Jeopardy, Termination, and Mathematical or Clerical Error Assessments.' His influence is marked by the establishment of the Arthur W. Andrews Professorship upon his 2004 retirement, funded by $500,000 from students, faculty, alumni, and friends. Andrews garnered extensive honors, including the University of Arizona Graduate College Graduate and Professional Education Teaching and Mentoring Award (2001, 2000), Student Bar Association Professor of the Year (1986, 1985), University of Arizona 35 Years Faculty Service Award (2003, 2002), Leslie F. and Patricia Bell Faculty Service Award (2003, 2002), and inductions into the National Iowa Varsity Club Athletic Hall of Fame and Iowa Tennis Association Hall of Fame (2005, 1974).
