David McGraw is a Professor of Integrated Science and Technology at James Madison University in the College of Integrated Sciences and Engineering, where he also serves as Faculty Ombudsperson. His academic journey is marked by a Juris Doctor from Georgetown University Law Center, a Master of Applied Science in business administration from Southeastern Oklahoma State University, a Master of Science in information science from the University of Pittsburgh, and a Bachelor of Science in communications from Toccoa Falls College. Prior to his academic career, McGraw practiced communications law and technology law for four years in Washington, D.C. Since joining James Madison University around 2001, he has held significant leadership roles in faculty governance, including Speaker of the Faculty Senate, member of the Faculty Senate Steering Committee, participant in Provost search committees, and service on the Intellectual Property Committee. In recognition of his contributions, he received a proclamation of gratitude from the Faculty Senate in 2016 and the Distinguished Service Award from Academic Affairs.
McGraw's research and teaching focus on the interdisciplinary intersections of science, technology, law, and ethics. His interests include the social context of science and technology, science and technology law and policy, telecommunications regulation, ethics, and political geography, with specializations in communications law and technology law. He is affiliated with the Intelligence Analysis program and has contributed to initiatives like the Madison Collaborative: Ethical Reasoning in Action, piloting ethics courses. Key publications include 'Ethical Responsibility in the Design of Artificial Intelligence (AI) Systems' in the International Journal on Responsibility (2024), 'Who Teaches Ethics? An Inquiry into the Nature of Ethics as an Academic Discipline' (2012, co-authored with Daphyne S. Thomas), and 'Tribes, boundaries, and intellectual silos: science, technology, and engineering ethics education in the departmentalized world of academia' (2014). Through his scholarship, teaching, and service, McGraw advances ethical reasoning and policy considerations in technological innovation and intelligence analysis.
