He earned his Ph.D. in Computer Science from the University of Maryland at College Park in 2001, with a dissertation titled "Browsing Large Online Data Using Generalized Query Previews" advised by Professor Ben Shneiderman. Prior degrees include an M.S. in Computer Science from the University of Maryland (1998), an M.S. in Computer Engineering from Bilkent University (1995), and a B.S. in Computer Engineering from Bilkent University (1993). Tanin also served as a Postdoctoral Research Associate at the University of Maryland's Institute for Advanced Computer Studies (2001–2003), Visiting Research Scientist at Lawrence Berkeley National Laboratories (2011) and NEC Laboratories (2007), and Software Engineer at Intelligent Automation Inc. (1998–1999).

Tanin's research focuses on spatial data management, spatial databases, and mobile data management, particularly in traffic management technologies, connected and autonomous vehicles, intelligent traffic systems, and graph algorithms for ride-sharing, crowd-sourced goods delivery, and road intersection management. He has published over 200 papers in leading venues including the VLDB Journal, IEEE TKDE, VLDB, ICDE, and ACM SIGSPATIAL. Key publications include "Flexible Paths: A Path Planning Approach to Dynamic Navigation" (IEEE ITS, 2024), "Bus Bunching: A Comprehensive Review from Demand, Supply, and Decision-making Perspectives" (Transport Reviews, 2024), "Transferable Supervised Learning Model for Public Transport Service Load Estimation" (Transportation, 2023), "Real-Time Road Network Optimization with Coordinated Reinforcement Learning" (ACM TIST, 2023), "A Graph and Attentive Multi-path Convolutional Network for Traffic Prediction" (IEEE TKDE, 2022), and "SMARTS: Scalable Microscopic Adaptive Road Traffic Simulator" (ACM TIST, 2017). He has secured more than $4 million in grants, including numerous Australian Research Council Discovery and Linkage Grants. Tanin has supervised over 20 postgraduate students to completion and currently co-supervises 10 PhD students. His professional service includes serving as Associate Editor for ACM Transactions on Spatial Algorithms and Systems, Program Co-Chair for ACM SIGSPATIAL (2011 and 2012), Treasurer until 2017, Secretary (2017–2020), and Vice-Chair of ACM SIGSPATIAL, as well as co-founder of ACM SIGSPATIAL Australia and founding editor for ACM SIGSPATIAL Special.
