J. Michael McConnell is a retired U.S. Navy Vice Admiral with over 50 years of experience in national security, intelligence, and cybersecurity. He served as Executive Director of Cyber Florida at the University of South Florida from 2019 to 2022, following his role as Chairman of Cyber Florida’s Board of Advisors from its founding in 2014 until 2020. Appointed by USF President Dr. Steven C. Currall, he advanced Florida’s cybersecurity initiatives through education, research, and outreach. In 2024, he became Chair Emeritus of the Cyber Florida Board of Advisors. His extensive career includes 29 years as a U.S. Navy intelligence officer, culminating in key leadership positions. As Director of the National Security Agency from 1992 to 1996 under Presidents George H.W. Bush and Bill Clinton, he managed signals intelligence operations. In the early 1990s, he served as Intelligence Officer for Chairman of the Joint Chiefs of Staff General Colin Powell and Secretary of Defense Dick Cheney during Operation Desert Storm and the dissolution of the Soviet Union.
McConnell held the position of second U.S. Director of National Intelligence from 2007 to 2009 under Presidents George W. Bush and Barack Obama, overseeing an intelligence community of more than 100,000 personnel with an annual budget exceeding $50 billion. A Cabinet-level role, it involved interactions with the White House, Congress, and international leaders. He successfully advocated for multi-billion-dollar investments to enhance U.S. cybersecurity standards. Post-Navy retirement in 1996, he joined Booz Allen Hamilton, developing its Information Assurance and Intelligence business focused on policy, homeland security, and counterterrorism. Returning in 2009, he led as Executive Vice President and then Vice Chairman until 2014, and continues as Senior Executive Advisor. He chaired the Intelligence and National Security Alliance. McConnell earned a BA in Economics from Furman University, an MPA from George Washington University, and graduated from the National Defense University and National Defense Intelligence College. A Phi Beta Kappa member, he received honorary doctorates, including from USF in 2016. His honors include twice receiving the nation’s highest U.S. intelligence community service award from Presidents Clinton and George W. Bush, and the 2011 INSA William Oliver Baker Award. He serves on the U.S. board of Nokia and boards of cybersecurity startups, emphasizing protection against hackers, criminals, terrorists, and nation-state threats.
