About Penelope

Professor Penelope Crossley is a Professor of Law at the Sydney Law School, University of Sydney. She is an international expert in the complex legal issues associated with the energy transition, including renewable energy and energy storage. Her research specializations encompass energy and resources law, torts, electricity market governance, and regulatory frameworks for clean energy technologies such as circular clean energy regulation for photovoltaic solar waste. Professor Crossley earned her PhD from the University of Sydney in international and comparative renewable energy law, a Graduate Diploma of Legal Practice from The College of Law in 2006, and a Bachelor of Economics (Social Sciences) from the University of Sydney. Prior to her academic career, she served as a solicitor in London and Beijing for a Magic Circle law firm, specializing in global energy and resources transactions. She progressed from Lecturer to Associate Professor before her current appointment as Professor.

Professor Crossley's key publications include the book Renewable Energy Law (Cambridge University Press, 2019), providing an international assessment of renewable energy law; contributions to the Routledge Handbook of Energy Law (2020), such as 'Renewable Energy Law in the Context of a Transforming Australian Energy Market'; and articles like those in Renewable Energy Law and Policy Review (2022, vol. 10(3-4), pp. 39-56). She has received major awards including the Australian Research Council (ARC) Discovery Early Career Researcher Award (DECRA) Fellowship for 2024-2027, supporting her project on circular clean energy regulation to solve the PV solar waste crisis, and the Sydney Knowledge Transfer (SOAR) Fellowship in 2020. Currently, she is Director of Alumni Engagement at Sydney Law School, Chair of the Code Monitoring & Compliance Panel for the National Energy Technology Consumer Code (NETCC), senior expert legal advisor to UNESCAP, and appointed DFAT Visiting Legal Fellow for 2026-2027. Professor Crossley contributes to editorial roles and delivers public lectures on energy law topics.
