Job Description
Under Campus Infrastructure Financial Planning and Services (CIFPS), the incumbent will provide end-to-end finance support for the University’s capital projects and development grants. This will cover business case evaluation, capital budget planning and monitoring, project set-up and governance and compliance while upholding strong internal controls.
Duties and Responsibilities:
- Process Capital Project Request System (CPRS) transactions and coordinate WBS creation for capital projects in line with central governance and access controls.
- Manage capital budget controls, including processing budget/fund virement requests with proper approvals and within approved budgets.
- Review and process declared savings, including coordination of returns to the appropriate funding source WBS.
- Handle ad hoc project account maintenance (e.g., fund code/fund centre changes) and ensure accurate project coding.
- Prepare MOE development grant audit certification documentation and respond to audit queries.
- Conduct periodic reviews of grant and fund balances, and dormant account reviews, including follow-ups and reporting.
- Prepare journal entries and accounting schedules for year-end closing.
- Partner the Office of the University Campus Infrastructure (UCI) to maintain and update the University’s Capital Plan, including funding alignment and reporting.
- Evaluate capital proposals through business case analysis and project financial computations (e.g., NPV, ROI).
Qualifications
- Degree preferably in Accountancy or Business.
- 5 to 7 years of relevant experiences in finance operations
- Meticulous, numerically inclined with strong analytical, problem-solving.
- Good written and interpersonal skills. Able to communicate effectively across all levels, including with senior staff members.
- Resourceful individual who can work independently and as a team.
- Highly proficient in MS Office, particularly Excel and any other analytical tools.
- Apt in learning new system/software. Proficiency in S/4HANA would be an added advantage.
