It is hereby announced that, for a period of 20 working days from the day immediately following the publication of this notice in the Diário da República, an international documentary competition is open for the recruitment, under an open-ended public employment contract, of two Assistant Researchers to perform duties in science management and competitive funding, in the following scientific areas: Profile A - Management, Economics, Sociology, History, Education Sciences, International Relations…
or related areas; Profile B - Biological Sciences, Biomedical Sciences, Health Sciences, Environmental Sciences and Ecology, Agronomy, Earth Sciences or related areas. The positions are based at the Institute for Research and Advanced Training of the University of Évora, pursuant to the Scientific Research Career Statute, published in Annex I to Law No. 55/2025 of 28 April (ECIC), and all other applicable legislation, in particular the Regulations governing competitions for the recruitment of scientific research career staff and specially contracted researchers at the University of Évora (hereinafter referred to as the Regulations), approved by Order No. 11340/2025 (2nd series) of 25 September, within the scope of RH INOVA, Call - Reference ALT2030-2024-12 - Recruitment of Highly Qualified Human Resources in scientific infrastructures, scientific and technological institutions and Collaborative Laboratories, Operation Code ALT2030-FSE+-01781000.
The duties to be assigned to these Assistant Researchers include:
- Developing and implementing institutional support mechanisms for the participation of the University of Évora and its scientific structures in competitive national and international research and innovation programmes, thereby strengthening the University’s institutional capacity to secure funding and coordinate projects.
- Performing tasks related to the design, preparation, development and submission of applications to competitive national and international funding programmes, such as Horizon Europe, Interreg, Erasmus+, ERC, Marie Skłodowska-Curie Actions, Regional Funds and other instruments relevant to the University’s scientific activity.
- Designing and implementing institutional capacity-building instruments for researchers, research teams and research support structures, promoting the development of skills in competitive funding, project development, internationalisation and research management.
- Producing research, studies, technical reports and decision-support instruments concerning science policy, international scientific cooperation, competitive funding, the internationalisation of research, innovation ecosystems and the institutional development of research.
- Participating in institutional projects, initiatives and activities of a scientific, strategic or organisational development nature that contribute to the implementation of the University of Évora’s research and innovation strategy.
The two positions are intended to strengthen the complementarity of the University of Évora’s scientific expertise, and differentiated profiles will be valued: one predominantly oriented towards the Social Sciences, Humanities and Arts, and the other towards the Natural, Agricultural, Health and Engineering Sciences, both positions having identical duties.
The researchers will carry out their activities at the Institute for Research and Advanced Training (IIFA), in liaison with the Rectorate and the Science and Cooperation Services of the University of Évora.
The researchers recruited may be assigned teaching duties up to a maximum average of four hours per week over the course of a year. These duties may include responsibility for curricular units in the different study cycles and for postgraduate training courses in their respective areas of specialisation.
Joint Order No. 373/2000 of 31 March, issued by the Minister for State Reform and Public Administration and the Minister for Equality, requires the following statement to be included in recruitment and promotion competitions:
“In compliance with Article 9(h) of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal opportunities for men and women in access to employment and career progression, taking every care to prevent any form of discrimination.”
Pursuant to Article 10 of the ECIC and all other applicable legislation, and in accordance with Article 6 of the Regulations, the following provisions shall apply:
I - Authorisation order - This competition was authorised by order of September 02, of the Rector of the University of Évora.
II - Workplace and remuneration:
II.1 - The workplace is located at the Institute for Research and Advanced Training of the University of Évora, Palácio do Vimioso, Largo Marquês de Marialva, No. 8, 7000-809 Évora, Portugal.
II.2 - The gross monthly remuneration is €3,576.56, corresponding to salary step 1, index 195, of the Assistant Researcher category, as established in the remuneration system for career researchers laid down in Decree-Law No. 408/89 of 18 November.
III - Eligibility requirements: Pursuant to Article 10 of the ECIC, applicants to the competition for Assistant Researcher must hold a doctoral degree:
a) In the scientific areas corresponding to the profile for which they are applying, as defined in this notice;
b) In scientific areas considered by the selection panel to be related to those for which the competition is open;
c) In other areas, provided that they have a scientific curriculum considered by the selection panel to be relevant to the areas referred to in the preceding subparagraphs.
III.1 - Where the doctoral degree was awarded by a foreign higher education institution, candidates shall be admitted to the competition pursuant to Article 4(2)(e) of Decree-Law No. 60/2018 of 3 August. Registration or recognition of the degree in Portugal must be completed after the competition has ended, in accordance with Decree-Law No. 66/2018 of 16 August, and is required only at the time of recruitment.
IV - Requirements for admission on absolute merit: Admission on absolute merit depends on the demonstration of a scientific, technical and professional track record considered by the selection panel to be relevant to the Assistant Researcher category and to the duties of the position, including evidence of experience in science management, knowledge of the various types of competitive national and international projects, and experience in preparing applications.
For admission on absolute merit, candidates must cumulatively meet the following requirements:
a) Have relevant professional or scientific experience in a research or higher education context, R&D units, associate laboratories, scientific infrastructures, funding agencies, public research bodies or other entities within the scientific and technological system;
b) Demonstrate relevant experience in participating in, preparing, developing, managing or monitoring applications and research, development and innovation projects funded through competitive national or international programmes, including participation in at least one research project funded by an international programme;
c) Demonstrate knowledge of the main national and international research and innovation funding instruments, such as Horizon Europe, ERC, Marie Skłodowska-Curie Actions, Interreg, Erasmus+, Structural Funds or other programmes of an equivalent nature, evidenced by the approval of applications or by a demonstrable contribution to their approval;
d) Demonstrate relevant experience in scientific cooperation activities, the internationalisation of research, the development of scientific networks, knowledge transfer and valorisation, or the institutional development of research;
e) Demonstrate experience in producing analyses, reports, technical studies, indicators or other instruments supporting monitoring, evaluation or decision-making in a scientific, academic or institutional context;
f) Have scientific output considered by the selection panel to be relevant to the duties of the position, including authorship of articles published in journals indexed in the main databases of the respective scientific field;
g) Have a command of spoken and written Portuguese and English at a level appropriate to the performance of the duties and to interaction with international research programmes, partners and networks.
V - Ranking and assessment methodology and criteria, their respective weightings, the final classification system and tie-breaking criteria:
V.1 - The assessment parameters shall apply to the activities carried out by the candidates that are relevant to the scientific area or areas for which the competition is open and shall necessarily include an assessment of their relevance, quality and currency:
a) The candidate’s scientific performance, based on an analysis of the works listed in the curriculum, particularly those selected by the candidate as most representative of their contribution to the development and advancement of the scientific area or areas;
b) The candidate’s teaching ability;
c) The knowledge-transfer and science-and-society activities carried out by the candidate;
d) The candidate’s scientific management activities and their preparation, development and monitoring of applications and projects funded through competitive national and international programmes;
e) The research project that candidates propose to develop in the scientific area or areas of recruitment.
V.2 - The selection method is curricular assessment. Taking into account the duties assigned to researchers under the ECIC, the curricular assessment shall cover the following areas:
a) Research, weighted at 40%, comprising the following parameters:
i) Scientific, cultural, artistic or technological output and its relevance to the respective scientific areas, weighted at 10%;
ii) Participation in and coordination of competitively funded national and international scientific research projects, including participation in the preparation and submission of applications, weighted at 15%;
iii) Participation in scientific teams, research networks, collaborative platforms and national and international scientific cooperation initiatives, weighted at 5%;
iv) Other scientific, cultural, artistic or technological activities relevant to the area of the competition, including the production of studies, technical reports, scientific indicators, strategic analyses or decision-support instruments, weighted at 10%.
b) Teaching, weighted at 10%, comprising the following parameters:
i) Teaching in undergraduate, master’s, doctoral or advanced training programmes;
ii) Supervision or co-supervision of students and research fellows;
iii) Coordination of or participation in pedagogical projects, training activities or capacity-building initiatives aimed at the academic or scientific community.
c) Knowledge transfer, weighted at 10%, comprising, among others, the following parameters:
i) Intellectual and industrial property;
ii) Contracts for the provision of specialised services, scientific consultancy or scientific and technical collaboration with external entities;
iii) Science-society relations, including scientific dissemination, science communication, knowledge valorisation and cooperation with national and international entities;
iv) Non-academic experience relevant to the performance of the duties defined in this notice, namely in public bodies, funding agencies, scientific infrastructures, R&D units, associate laboratories or other entities within the scientific and technological system.
d) Scientific and academic management, weighted at 30%, comprising the following parameters:
i) Experience in science management and scientific and technical support for research activities in higher education institutions, R&D units, associate laboratories, scientific infrastructures or bodies within the scientific and technological system, weighted at 10%;
ii) Experience in the preparation, development, monitoring or management of applications and projects funded through competitive national and international programmes, together with knowledge of the corresponding funding instruments, weighted at 15%;
iii) Development of activities in strategic planning, the internationalisation of research, the production of indicators, monitoring, institutional evaluation, the development of scientific networks, researcher capacity-building or other activities supporting the institutional development of research, weighted at 5%.
e) A project to be developed by the candidates, aimed at strengthening the institutional capacity of the University of Évora to participate in national and international competitive funding programmes, weighted at 10%.
f) The assessment criteria set out in the preceding subparagraphs shall be applied with due regard to the scientific profile for which the candidate is applying. The relevance, quality and suitability of the curriculum, scientific and professional activity and research project shall be assessed in relation to the respective profile, as defined in this notice: Profile A - predominantly oriented towards the Social Sciences, Humanities and Arts; Profile B - oriented towards the Natural, Agricultural, Health and Engineering Sciences.
VI - Public hearings - Pursuant to Article 13(5) of the Regulations, the selection panel may decide that public hearings should be held for all admitted candidates, solely for the purpose of clarifying information contained in the curriculum vitae submitted. All candidates shall be informed, at least five working days in advance, of the date and place of the hearings. The hearings may be held by videoconference, and the selection panel shall ensure that they take place under equal conditions for all candidates.
VII - Submission of applications - Applications shall be submitted using the application form available on the University of Évora’s electronic recruitment platform at https://recrutamento.uevora.pt/, by completing the requested information and attaching the documents required for the application.
VIII - Notifications following the submission of the application shall preferably be made through the electronic platform.
IX - Application documents:
IX.1 - In the application form, candidates must expressly identify the scientific profile for which they are applying, in accordance with this notice.
IX.2 - The application form must be accompanied by the following documentation, submitted electronically in PDF format:
a) Certificate attesting to the academic degrees and/or titles required, and a certificate of length of service where the candidate is employed in the public sector;
b) Curriculum vitae, indicating the candidate’s scientific work, research activities, professional experience and training, service to the community and technology transfer, scientific supervision and management activities considered relevant to the competition;
c) Up to five works considered by the candidate to be the most representative, accompanied by a brief statement explaining their contribution;
d) A research and scientific development project, with a maximum length of six pages, applying the candidate’s scientific area of specialisation to science management and competitive funding and contributing to the strengthening of the institutional capacity of the University of Évora;
e) Any other documents considered relevant and referred to in the curriculum vitae.
X - Composition of the selection panel - The selection panel shall have the following composition:

Doutor Rui Paulo Vasco Salgado, Full Professor at the University of Évora;
Doutora Andreia Teixeira Marques Dionísio Basílio, Associate Professor with Habilitation at the University of Évora;
Doutor João Ramalho-Santos, Full Professor at the Faculty of Sciences and Technology, University of Coimbra;
Doutora Ana Cecília Afonso Roque, Full Professor at NOVA School of Science and Technology, NOVA University Lisbon;
Doutor António José de Almeida Soares, Principal Researcher at the Faculty of Medicine, University of Porto;
Doutora Maria Fernanda Rollo, Full Professor at the School of Social Sciences and Humanities, NOVA University Lisbon;
Doutora Patrícia Alexandra Dias Brito Palma, Principal Coordinating Professor at the Polytechnic Institute of Beja.
X.1 - The Rector may delegate the chairing of the selection panel pursuant to Article 13(2) of the Regulations.
XI - Revocation of the decision to recruit:
a) This documentary competition may be revoked at any time up to the deadline for the submission of applications;
b) Once the deadline referred to in the preceding subparagraph has expired, and pursuant to Article 27(2) of the Regulations and Article 167(2)(c) and (d) of the Code of Administrative Procedure, the decision to recruit may be revoked:
b.1) On the grounds of the emergence of new technical and scientific knowledge or an objective change in the factual circumstances underlying the assumptions on which the decision to recruit was based, for reasons of manifest public interest;
b.2) On the grounds of a reservation of revocation arising from the verification of the specific circumstances provided for in the general regime governing the application of European funds under Portugal 2030 and the Asylum, Migration and Integration Fund for the 2021-2027 programming period, approved by Decree-Law No. 20-A/2023 of 22 March, as currently in force, as well as in Articles 6, 11, 112 and 116 of the Specific Regulation for the Thematic Area of Innovation and Digital Transition, approved by Ministerial Order No. 103-A/2023 of 12 April, as currently amended, and also in Articles 7, 8 and 111 of that Ministerial Order, as provided for in Call Code ALT2030-2024-12, under which this competition is opened.
