SUMMARY (Budget Specialist I):
The Budget Specialist I, supervised by the Dean of the College of Innovation and Design, performs routine budget preparation, reviews and approves moderately complex budgetary documents and performs moderately complex budgetary analyses.
DUTIES & RESPONSIBILITIES:
- Perform fiscal analysis and respond to budget inquiries.
- Facilitate and track entries in employee payroll management system
- Prepare and maintain budgetary analysis of funds and prepares reconciliations.
- Assist in reviewing, evaluating, and preparing requests for funds.
- Assign budget transfers and financial system entries to appropriate department admins.
- Reconcile, analyze, and compile data, and develop financial reports as requested.
- Identify and uphold basic budget guidelines in accordance with ETAMU and System regulations, policies, procedures, and reporting.
- Collaborate with Senior Budget Manager.
- Maintain attendance during authorized work schedule.
- Other duties as assigned.
MINIMUM REQUIREMENTS:
- Education: Bachelor’s degree in a related field from an accredited college or university or an equivalent combination of related education and experience.
- Experience: No prior work experience required.
- Knowledge/Skills/Abilities: Have keen attention to detail and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze fiscal management information, determine appropriate use of funds, perform statistical analyses, identify and develop budgetary reports and schedules, analyze problems and develop and present solutions, and apply actions to effectively resolve current, and prevent recurrences of problem conditions. Ability to be organized, flexible, and able to effectively prioritize. Responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information. Ability to anticipate and identify issues and problem-solve. Ability to communicate with tact and diplomacy.
SUMMARY (Budget Specialist II):
The Budget Specialist II provides budgeting and personnel support for the Academic Affairs Budget Team. Participates in budget discussions, provides input, and provides recommendations for financial decisions/initiatives. Provides budget and financial support to Academic Affairs units.
DUTIES & RESPONSIBILITIES:
- Responsible for the day-to-day budget operations for the Vice President for Academic Affairs/Provost office, which includes frequent reconciliation of all applicable accounts.
- Provides budget oversight for all revenues and expenses related to Academic Affairs and coordinates year-end budget reports.
- Assists Budget Specialists I with formulating annual budgets, performing budget-related tasks for colleges, and supporting revenue generation for their respective areas, as applicable.
- Develops reports for Vice President for Academic Affairs to analyze fiscal integrity and other financial matters that impact core business processes for Academic Affairs.
- Implements methods to effectively disseminate budget-related information and processes to Academic Affairs stakeholders.
- Develops and presents budgetary workshops for Academic Affairs Budget Team staff.
- Oversees budget-related information in Workday.
- Assists management during merit review and award processes.
- Participates and serves as a representative from Academic Affairs at the Budget User’s Group (BUG)
- Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses and conferences, and attending training and/or courses as required by the Vice President for Academic Affairs.
- Contributes to the overall success of Academic Affairs and the University by performing all other duties and responsibilities as assigned.
MINIMUM REQUIREMENTS:
- Education: Bachelor’s degree in applicable field or equivalent combination of education and experience.
- Experience / Knowledge / Skills: Three (3) years related experience. Advanced knowledge of spreadsheet and word processing applications. Must be familiar with FAMIS or similar budget/purchasing software. Excellent writing and verbal skills.
- Ability to: Ability to multitask and work cooperatively with others. Ability to work with sensitive information and/or documents and must be able to maintain confidentiality of information.
