PRIMARY FUNCTION: The Dean of Transfer and University Partnerships provides strategic leadership for the College's transfer agenda, university partnerships, co-enrollment initiatives, transfer pathways, and post-secondary attainment strategies. The Dean serves as the College's designated Transfer Liaison pursuant to state requirements and is responsible for leading transfer and co-enrollment initiatives, developing and maintaining university partnerships, overseeing pathway mapping and articulation efforts, directing transfer-related grants and budgets, improving transfer systems and processes, and ensuring alignment with HB 8 outcomes and institutional priorities. The Dean collaborates closely with Academic Affairs, Student Services, Institutional Research & Data Science, Marketing, and university partners to improve student transfer, bachelor's degree attainment, and workforce outcomes.
Essential Job Functions:
- Strategic Leadership for Transfer and University Partnerships - Provides strategic leadership for the College's transfer agenda and university partnership initiatives. Develops and implements a comprehensive institutional transfer strategy aligned with HB 8 outcomes, student success goals, workforce needs, and College priorities. Establishes transfer goals, performance metrics, and accountability measures and recommends organizational structures and resources to support transfer student success.
- University Partnerships, Articulation, and Co-Enrollment Programs - Serves as the College's primary institutional liaison for universities and transfer partners. Leads the development, negotiation, implementation, and evaluation of articulation agreements, co-enrollment agreements, dual admission programs, guaranteed pathways, and bachelor's completion partnerships. Collaborates with academic leadership and legal counsel to ensure agreements support student success and institutional priorities.
- Transfer Pathways and Academic Alignment - Leads the development, implementation, maintenance, and continuous improvement of transfer pathway maps, degree plans, transfer guides, and academic alignment initiatives. Works with academic leaders and university partners to improve pathway clarity, reduce excess credit accumulation, and support timely bachelor's degree completion.
- Transfer Systems, Data, and Accountability - Serves as the College's designated Transfer Liaison pursuant to SB 3039 and related state requirements. Leads efforts to improve transfer-related systems and processes, including transfer intent tracking, reverse transfer, transfer credit evaluation, data sharing, and transfer outcome reporting. Partners with Institutional Research & Data Science to establish dashboards, monitor performance metrics, and inform institutional decision-making.
- Student Success and Cross-Functional Coordination - Leads and facilitates cross-functional committees, task forces, and workgroups focused on transfer and university partnerships. Collaborate with Student Services, Academic Affairs, Marketing, and other College departments to align advising, communication, recruitment, and student support efforts that improve transfer outcomes and bachelor's degree attainment.
- Budget, Grants, and Resource Development - Develops, administers, and monitors departmental budgets, grants, contracts, and partnership resources. Pursues external funding opportunities and oversees grant implementation, compliance, assessment, and reporting to support transfer initiatives and student success strategies.
- Personnel Leadership and Organizational Effectiveness - Provides leadership, supervision, evaluation, and professional development for assigned personnel. Establishes departmental priorities, promotes continuous improvement, fosters collaboration across divisions and campuses, and ensures compliance with college policies and procedures.
Additional Job Functions:
- Represents the College in Houston GPS, TACRAO, THECB initiatives, university partnership councils, transfer consortiums, and other local, state, and national organizations.
- Participates in institutional planning, accreditation, strategic initiatives, and College-wide committees and councils.
- Performs other duties as assigned.
