Basic Functions
Under the direction of the Chief Technology Officer (CTO), plan, organize, control, and direct District-wide technology infrastructure and technical services operations in support of instructional, administrative, and student success initiatives. Provide strategic and operational leadership for network services, systems infrastructure, end-user computing, help desk, and technical support functions. Coordinate the design, deployment, maintenance, security, and lifecycle management of enterprise infrastructure systems, computing environments, and related hardware and software. Supervise, support, and evaluate assigned personnel while ensuring reliable, secure, and responsive technology services aligned with institutional goals.
Representative Duties
ESSENTIAL DUTIES:
Plan, organize, control, and direct District-wide infrastructure and technical services operations, including network services, systems administration, end-user computing, and IT support services.
Provide leadership for the research, evaluation, acquisition, design, implementation, operation, and maintenance of network, server, storage, endpoint, and related infrastructure systems.
Direct the deployment and ongoing support of computers, network systems, telecommunications, multimedia technology, and associated hardware and software.
Oversee IT support services, including help desk operations, labs, classroom technology, and event support, ensuring consistent service delivery and customer-focused support.
Supervise, support, and evaluate assigned staff; participate in employee selection; recommend transfers, reassignment, discipline, and termination as appropriate; assign and review work to ensure compliance with standards, policies, and procedures.
Provide leadership, mentoring, and professional development for infrastructure and technical services staff; foster collaboration, accountability, and service excellence.
Contribute to District IT strategic planning by setting priorities, developing technology roadmaps, coordinating rollout plans, and reporting on infrastructure and support service activities.
Serve as a technical advisor and consultant to administrators, faculty, staff, and students regarding infrastructure, systems, and technical service solutions.
Collaborate with Information Security personnel to ensure infrastructure and support services comply with cybersecurity standards, risk management practices, and regulatory requirements.
Review, approve, and direct the design and implementation of infrastructure and networking requirements for new construction, renovations, and facilities projects.
Develop, review, and maintain infrastructure standards, procedures, and technical documentation; identify and implement improvements to policies and best practices.
Monitor system performance, capacity, and reliability; identify trends, risks, and resource needs; initiate planning and corrective actions as required.
Coordinate procurement activities related to infrastructure and technical services; evaluate vendor solutions and manage related contracts and resources.
Ensure compliance with applicable laws, regulations, codes, and District policies governing technology operations.
OTHER DUTIES: Perform related duties as assigned.
Education and Experience
Any combination equivalent to: a bachelor's degree in computer science, information technology, or a related field, and six (6) years of increasingly responsible experience in IT infrastructure, network services, systems administration, and/or technical support operations, including supervisory or lead responsibility.
Knowledge and Abilities
KNOWLEDGE OF: Principles and practices related to the planning, design, implementation, operation, and maintenance of enterprise IT infrastructure and technical support services. Network, server, storage, endpoint, and multimedia systems and technologies. IT service delivery models, including help desk and end-user support in a higher education environment. Cybersecurity principles, standards, and risk mitigation practices related to infrastructure and support services. Technical procurement processes and vendor management. Project management principles and practices. Principles of supervision, leadership, training, and staff development. Budget preparation and resource management. Applicable laws, regulations, policies, and procedures related to information technology.
ABILITY TO: Plan, organize, control, and direct infrastructure and technical services operations. Lead and supervise technical staff while promoting collaboration, accountability, and service quality. Analyze complex technical issues and implement effective, sustainable solutions. Communicate effectively, both orally and in writing, with technical and non-technical stakeholders. Develop and enforce technical standards, procedures, and documentation. Manage multiple priorities, projects, and timelines. Establish and maintain effective working relationships across the District. Prepare comprehensive reports, documentation, and recommendations. Work independently with minimal direction while aligning efforts with institutional objectives.
