Job Description:
GENERAL STATEMENT OF DUTIES:
The Director of Capital Projects is responsible for the strategic
planning, execution, and oversight of all capital projects within
the organization. As a standalone position, the incumbent will act
as both a project manager and a strategic leader, ensuring that
projects are completed on time, within budget, and in alignment
with organizational goals. The Director manages all aspects of
capital construction and renovation projects, regardless of their
funding source or scale, overseeing the predesign, design, and
including comprehensive owner reviews. This role will partner with
Financial Services on the bidding phases/ procurement of these
projects. This role also involves providing design services such as
CAD plans, specifications, and bid documents for in-house bids and
RFPs. Additionally, the Director maintains critical physical plant
information in various formats and generates data reports, offers
custom drafting and mapping services, and serves as the custodian
of all university drawings, files, facility-related archives, and
data.
SUPERVISION EXERCISED: Supervises and manages the outside
OPMs as required for specific projects as well as intermittent
management of paraprofessional, volunteers and student staff, as
necessary or assigned.
DUTIES & RESPONSIBILITIES:
- Assists the AVP of CPM with the overall management, planning
and policy development of the college-wide capital planning
process; including development of short and long term capital
renewal plans.
Collaborates with AVP of CPM with management of the pre-design,
and the design & bid phases for construction/renovation
projects including development of project scope; engaging
professional design services; development of drawings and
specifications; management of designer services contracts;
estimating; scheduling and coordination with the procurement
process.
Has responsibility for managing and updating DCAMM Camis
Software, and will at times need to interact with the MMARS
platform, and management of any ISA documents or requests involving
other State agencies.
Manage the design, bid and construction phases for in-house
projects including preparation of construction drawings, maps,
specifications and bid documents using standard design techniques
and procedures including AutoCAD.
Collaborates with Financial Services to manage all aspects of
project bidding and procurement processes.
Provide custom drafting, mapping, layout and design services
for all members of the campus community.
Develop and maintain appropriate records related to the capital
planning division including, but not limited to: building
information/data, history and floorplans; Space Utilization, Real
Property and Roof Status databases; complete Site Map of Campus,
including underground utility information; physical &
electronic archives - original drawings and construction project
as-built documents. Maintain the department's "File Sharing Site,"
used for sharing information & documents with our many user
agencies (designers, DCAMM).
Produce reports and data as requested by on- & off-campus
agencies, particularly related to capital projects, space
utilization, code analysis, real property and buildings &
grounds information.
Assist the Division of Capital Asset Maintenance and Management
(DCAMM) and/or Massachusetts State College Building Authority
(MSCBA) with capital improvement projects, especially pre-design
phase.
Review and interpret project drawings and specifications and
make recommendations for proposed changes based on expertise,
regulatory and trade requirements, compliance with university
standards, and cost.
Assist with day-to-day supervision of construction/renovation
projects for contract and regulatory requirements; review plans,
specifications and work for compliance, interpretation and changes;
monitor and coordinate work performed by architectural, engineering
and construction firms.
Works closely with the AVP of Capital Planning &
Maintenance, the CFO, and the Office of the President on strategy
and long-term planning for campus.
Perform additional duties as assigned by the AVP of CPM.
Requirements:
- Bachelor's degree in related field and at least five years
design and/or construction related experience required.
- Working knowledge of, and experience in, the design process of
construction projects, preferably within higher education.
- Knowledge of architectural/engineering design and planning
principles and procedures; ability to read schematics, blueprints,
specifications and/or technical manuals.
- Knowledge of terminology, symbols, codes, standard
abbreviations and regulations related to construction and
renovation of buildings and structures, and construction
management.
- Knowledge of federal, state, and local codes governing
construction including, but not limited to, building codes, life
safety codes and safety regulations.
- Knowledge of procurement laws, MCPPO program (preferred) and
purpose, rules and regulations related to design services and
public construction; ability to assess contract compliance and
product quality; ability to negotiate and manage contractual
arrangements.
- Knowledge of, and experience in, the principles of drafting
including standard symbols, codes and abbreviations. Fluency in
AutoCAD, Microsoft Office Suite, Adobe Acrobat.
- Knowledge of, and experience in, land surveying and basic GIS
principles.
- Knowledge of the principles, practices and techniques of
supervision; ability to supervise OPMs, architects, engineers and
building contractors.
- Experience working with a diverse and wide variety of
constituencies required, and with student population preferred.
Ability to develop and maintain harmonious working
relationships.
- Ability to work as a team member, but yet fairly independently,
organizing resources and establishing priorities; demonstrated
ability to initiate and complete intellectual and creative tasks
independently, organized and attention to detail.
- Familiarity with CAMIS and MMARS or the ability to be
comfortable learning and utilizing these software platforms and or
other platforms various State agencies ask us to use for
communication, project management, and reporting
- Ability to express self in oral and written communication
required.
- Ability to perform above duties with or without reasonable
accommodation.
- Must be able to satisfactorily pass a check conducted by the
Criminal History Systems Board (CORI check).
Additional Information:
This is a full-time, exempt, benefits-eligible position in the
Association of Professional Administrators (APA) bargaining unit
with a union title of Director. The starting salary range is
$125,000 to $145,000 commensurate with education and
experience.
