Barstow Community College is an open-access, comprehensive two-year institution serving a diverse student population in the Mojave region of San Bernardino County, California. The College's campus is located in the City of Barstow, California, situated in California's high desert, between Los Angeles, California and Las Vegas, Nevada.

Established in 1959, the Barstow Community College District (BCCD) encompasses a vast service area, stretching from the Nevada border on the East to Kern County on the West, and from Inyo County in the North to the San Bernardino Mountain range in the South. BCCD serves the communities of Barstow, Lenwood, Newberry Springs, Daggett, Yermo, Hinkley, Ludlow and Baker. The institution also maintains a satellite learning center at the U.S. Army National Training Center in Ft. Irwin, California, which serves military personnel and their families.

PRIMARY PURPOSE:

Under the direction of the appropriate administrator, the Director of Disabled Student Programs and Services (DSPS) is responsible for the leadership, planning, coordination, administration, and evaluation of all DSPS programs, services, staff, and faculty. The Director ensures compliance with applicable federal, state, and local laws and regulations, including Title 5, and oversees the effective delivery of academic accommodations, support services, and categorical funding in support of equitable access and student success for students with disabilities.

SUPERVISION RECEIVED AND EXERCISED:

The incumbent works under minimal supervision from the appropriate administrator and exercises independent judgment in daily operations. Provides directions, leadership, and evaluation to staff.

ESSENTIAL DUTIES and RESPONSIBILITIES:

1. Provide leadership oversight, planning, coordination, supervision, and evaluation of all DSPS operations, including service delivery policies, publications, and program

outcomes.

2. Administer, monitor, and evaluate DSPS categorical budgets, ensuring fiscal accountability, appropriate use of funds, and compliance with the Chancellor's Office

requirements.

3. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; conduct needs and instructional program analysis; assess and monitor workloads, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the supervising dean; direct the implementation of improvements.

4. Analyze program operations, services, and data to assess effectiveness, efficiency, compliance; and to recommend improvements.

5. Develop, implement, and evaluate DSPS policies, procedures, systems, and practices to ensure consistent, equitable, and legally compliant service delivery.

6. Ensure compliance with all applicable federal and state disability laws and regulations, including the Americans with Disabilities Act, Section 504 and Section 508, Title 5, FERPA, and related requirements.

7. Maintain required documentation and data, including MIS reporting and other state and federal reports related to DSPS funding and services.

8. Respond to student concerns and questions regarding DSPS services, faculty, or staff, and resolve issues related to student eligibility, acceptance, utilization of programs, and delivery of accommodations and services.

9. Provide leadership and coordination of services for Deaf and Hard of Hearing students and other disability populations served by DSPS.

10. Provide consultation, technical expertise, and guidance to faculty, administrators, staff, and external agencies regarding DSPS services, accessibility, accommodations, and compliance requirements.

11. Advise on access to instructional programs, facilities, technology, and digital content to support compliance and universal access.

12. Coordinate and deliver training, professional development workshops, and outreach related to students with disabilities for faculty, staff, and administrators.

13. Serve as the DSPS program liaison and represent the department on campus committees, and at community meetings, schools, and external agencies.

14. Collaborate with instructional deans, compliance officers, enrollment services, and student services leadership to resolve student complaints and access issues.

15. Convene and facilitate the DSPS Advisory Workgroup and participate in program planning and evaluation activities.

16. Hire, train, supervise, and evaluate DSPS faculty, classified staff, temporary employees, and/or student workers, including performance management and corrective actions.

17. Coordinate subordinate work assignments and review work for accuracy, completeness, quality, and compliance with established standards.

18. Research, evaluate, and implement new technologies and service delivery methods to enhance access and effectiveness of DSPS services.

19. Perform other related duties as assigned consistently with the scope and intent of the classification.

KNOWLEDGE, SKILLS, AND ABILITIES:

Necessary knowledge, skills, and abilities are as follows:

Knowledge of:

  • California Community Colleges DSPS framework and Title 5 requirements including program administration, service delivery, and documentation standards.
  • Federal and state disability access laws and implementation of regulations, including ADA, Section 504, Section 508, and related higher education requirements.
  • DSPS eligibility determination intake processes, interactive accommodation processes, and appropriate application of academic adjustments, auxiliary aids, and services.
  • Confidentiality standards and records management, and practices applicable to student disability information, including FERPA and HIPAA concepts as applied in educational settings.
  • DSPS categorical funding rules, including allowable expenditures, internal controls, budget planning, purchasing practices, and fiscal reporting expectations.
  • Chancellor's Office DSPS reporting requirements, including MIS elements, timelines, and data quality practices that support audit compliance and program integrity.
  • Principles and practices of equitable access, universal design concepts, and accessible instructional materials, including assistive technology, captioning, and alternative media considerations.
  • Effective case management and service coordination practices for students with a wide range of disabilities, including learning disabilities, ADHD, autism, spectrum disorders, mental health disabilities, physical disabilities, acquired brain injury, Deaf and Hard of Hearing, and low vision and blindness.
  • Crisis response and complaint resolution practices in student services, including informal resolution, documentation, and appropriate referral pathways.
  • Shared governance and committee processes in California Community Colleges, including program review, planning, assessment, and continuous improvement cycles.
  • Personnel supervision practices, including hiring, onboarding, training, evaluation, progressive discipline, labor relations awareness, and performance improvement planning.
  • Strategic planning techniques, including goal setting, outcomes development, metric selection, needs assessment, and evaluation methods.
  • Partnership and outreach practices with K-12 adult education community-based organizations, Department of Rehabilitation, and other agencies supporting students with disabilities.
  • Principles of professional communication, including preparing clear policies, procedures, reports, presentations, and training materials for diverse audiences.

Ability to:

  • Provide effective leadership for a compliance-driven categorical program while maintaining a student-centered, equity-focused service culture.
  • Interpret, apply, and clearly explain Title 5 DSPS requirements and disability related legal standards to students, faculty, staff, administrators, and external partners.
  • Make sound determinations regarding DSPS eligibility service planning and accommodations using established standards, professional judgment, and an interactive problem-solving approach.
  • Establish and maintain systems for accurate documentation, confidentiality, and timely reporting, including MIS and Chancellor's Office DSPS submissions.
  • Plan, develop, administer, and monitor DSPS budgets and expenditures, ensuring fiscal accountability, alignment with allowable costs, and readiness for audit review.
  • Analyze program data, identify trends, evaluate effectiveness, and implement improvements based on measurable outcomes and service quality indicators.
  • Communicate effectively, in writing and verbally, including preparing reports, policies, procedures, presentations, and training materials.
  • Provide consultation and technical guidance on accessibility of facilities, technology, instructional materials, and digital learning environments.
  • Develop and deliver training to faculty and staff on disability-related topics, accommodations, access, and inclusive practices.
  • Supervise and evaluate personnel effectively, including setting expectations, coaching, supporting professional development, and managing performance
  • concerns.
  • Resolve complex and sensitive issues, including student concerns and complaints, while maintaining professionalism, confidentiality, and fairness
  • Build collaborative relationships across divisions and with external partners to improve service coordination and student success outcomes.
  • Manage multiple priorities and projects, meet deadlines, and maintain consistent service delivery during periods of high demand.
  • Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff. The applicant must be able to demonstrate how their experience with these factors relates to successfully achieving the goals of the position.
  • Establish and maintain effective and cooperative working relationships with those encountered in the course of work.

Must meet the minimum qualifications for a DSPS Director as set forth in Title 5, Section 56048(b), including Section 53414(a) through (d) or meet the minimum qualifications for an educational administrator as set forth in Section 53420 and as established by the California Community Colleges Chancellor's Office:

AND IN ADDITION TO OPTION ONE OR TWO, must have two (2) years full-time experience or the equivalent within the last four (4) years in one or more of the following fields:

(1) instruction or counseling or both in a higher education program for students with disabilities;

(2) administration of a program for students with disabilities in an institution of higher

education;

(3) teaching, counseling, or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or

(4) administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities.
