DIRECTOR OF PROJECT MANAGEMENT FOR PLANNING AND CONSTRUCTION
Scope of Job
Provides strategic leadership and comprehensive management support for all aspects of project management within UTRGV's capital and minor construction programs. Responsible for leading a team of project managers, foster cross-functional partnerships, and direct a diverse portfolio of facility, infrastructure, and site development initiatives across multiple campuses to advance the university's mission and to support the university's long-term capital planning goals.
Description of Duties
- Provides strategic leadership and comprehensive management for all aspects of project management functions, for capital and minor construction programs.
- Serves as the central authority for preconstruction strategy and project delivery performance of all UTRGV's capital and minor construction programs, including complex academic, healthcare, and research projects across multiple campuses.
- Leads and manages preconstruction activities for capital and minor construction projects, including coordination of key pre-planning functions such as Capital Improvement Plan preparation, Board of Regents approval processes, and THECB reporting requirements.
- Directs and oversees a large team of project managers responsible for both major and minor projects, ensuring consistency in project execution, adherence to standards, and successful project completion and delivery outcomes.
- Responsible for guiding projects from initiation through completion, providing comprehensive direction to project managers, architectural and engineering (AE) teams, and construction teams.
- Oversees and coordinates project managers in directing design professionals and consultants, ensuring alignment with project scope, budget, and schedule, and achieving intended facility function and operational outcomes.
- Guides and oversees project managers in applying project control processes to track progress, ensure consistency, and mitigate risk, ensuring project delivery aligns with scope, budget, and schedule requirements and complies with all applicable regulatory and institutional requirements.
- Oversees and manages the project's planning phases, including the preparation of facility programs to support preliminary budgeting and design.
- Leads and evaluates construction-phase activities, overseeing progress tracking and construction administrative processes. Guides projects from Notice to Proceed through substantial completion, including change order management and timely vendor payments.
- Ensures project delivery aligns with established scope, budget, and schedule requirements by applying project control processes to track progress, ensure consistency, mitigate risk, and maintain compliance with Board of Regents Rules and applicable state and federal regulations.
- Implements and improves project management processes, workflows, and reporting practices to enhance project delivery efficiency, transparency, and accountability; leads process improvement initiatives as assigned.
- Collaborates with the Planning and Construction Contracts and Financial Services team in the preparation, review, and execution of AE/CMR/DB/CSP requests for qualifications and proposals to ensure state procurement rules are adhered to and coordinates the final selections.
- Reviews Guaranteed Maximum Price (GMP) proposals, bid documents, and pay applications; facilitates required institutional and UT System approvals.
- Internally reviews and administers design and construction contracts, job orders, and technical service contracts with Planning and Construction Contracts and Finance Services team for conformance.
- Partners with and provides oversight of external architectural and engineering firms.
- Oversees internal ("in-house") architectural design efforts and establishes institutional design standards and guidelines.
- Oversees, reviews, and coordinates drawings and specifications comments for institutional and capital projects during the design process to ensure design professionals have accurate documented design intent thus avoiding potential delays.
- Coordinates advanced planning efforts and contributes to the UT System funding appropriations planning process.
- Ensures alignment with Planning and Construction's strategic, technical, and sustainability priorities and actively collaborates with internal divisions, external consultants, and institutional leaders.
- Leads, coordinates and conducts periodic meetings and project communications plans to apprise the project team, internal/external organizations, advisory committees, and senior facilities leadership on status of assigned projects focusing on the effective communication of the overall project schedule, budget, and resolution of pending issues.
- Collaborates with internal departments (i.e. Campus Facilities Operations, Environmental Health, Safety, and Risk Management, IT/AV/Security Departments), to ensure campus standards and requirements are conveyed and incorporated in the design and construction documents.
- Stays current in code and regulation applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of building types to include healthcare, research labs, fine arts, and other campus project types; stays current with local building jurisdiction requirements.
- Participates in the hiring, mentoring, training, performance management, and workload allocation of subordinate project managers and provides guidance and leadership through effective communication, coordination, and conflict resolution.
