Position Summary

Big Bend Community College (BBCC), a rural college serving vibrant, culturally rich communities in the Columbia Basin of Central Washington invites applications for a Director of TRIO EOC and Outreach in the college's Student Services Division. The Director of TRIO Educational Opportunity Center (EOC) & Outreach leads the development and implementation of most outreach and recruitment efforts across the Big Bend Community College (BBCC) service district. The Director ensures that all high schools and communities within the service district are adequately served by department staff. The position coordinates with other BBCC departments involved with outreach, recruitment, and marketing.

The Director must be able to adapt to a rapidly changing environment and maintain a flexible schedule that includes some evenings, weekends and regular travel throughout the service district. The Director of TRIO EOC & Outreach has extensive involvement with BBCC faculty, staff, students, parents, the public, and partner school district personnel to support the operation of BBCC programs.

Essential Job Duties

Primary responsibilities include but may not be limited to the following:

  • In collaboration with other campus departments and the Dean of Student Services, identify college outreach and recruitment needs.
  • Develop, implement, and evaluate a culturally appropriate student recruitment and outreach program, with particular attention to communities of color, students with disabilities, and low-income communities.
  • Plan, implement, and evaluate the TRIO Educational Opportunity Centers (EOC) program designed to increase the number of low-income and first-generation college students seeking educational training opportunities in accordance with the goals, objectives and compliance requirements from the Department of Education.
  • Serve as the primary lead for college outreach and recruitment initiatives and activities. This includes overseeing the outreach events calendar, planning and developing campus promotional materials, coordinating campus tours, and implementing outreach events and meetings.
  • Coordinate outreach and recruitment efforts with other college departments.
  • Collaborate with the BBCC Office of Public Information to develop and disseminate public announcements, marketing materials, and informational publications in print, via social media and online
  • Liaison and coordinate with external partners including school districts, city governments, state agencies, and community-based organizations.
  • Supervise and train department staff
  • Coordinate staff activities and responsibilities
  • Develop and maintain positive and effective working relationships with staff, students, parents, faculty, and external contacts.
  • Develop and maintain an outreach and recruitment tracking system in accordance with enrollment management efforts in the BBCC Strategic Plan.
  • Participate in outreach and recruitment efforts including making regular visits to high schools and communities, giving presentations, guiding potential students through the financial aid and college admissions process, connecting students with supports and services, and following up with prospective students.
  • Serve EOC program participants.
  • Provide information to area high school counselors, prospective students, their families, community partners, and the public about BBCC programs.
  • Support efforts toward enhancing dual enrollment programs (e.g., College in the High School, CTE Dual Credit and Running Start).
  • Oversee the planning and implementation of Running Start information sessions and college information workshops for prospective students and family members, the general public, partner organizations, and the campus community.
  • Oversee the planning and implementation of outreach events on the BBCC campus.
  • Maintain and submit monthly and annual reports as requested.
  • Participate in BBCC and community events to identify students and share BBCC information to the public.
  • Represent the college at professional and community organizations and events.
  • Participate in related professional conferences and in-service activities.
  • Participate in college governance and serve on college committees as directed.
  • Perform all other duties as assigned.

Minimum & Desirable Qualifications

MINIMUM QUALIFICATIONS:
  • A bachelor's degree in education, educational administration, counseling, or related field
  • One year of administrative experience including budget oversight and supervision
  • Five years of experience serving students or clients from underrepresented populations or with disabilities
  • Five years of outreach or recruitment experience
  • Technical writing and computer skills
  • Valid Drivers License and ability to travel throughout the BBCC service district on a flexible schedule
DESIRABLE QUALIFICATIONS:
  • A masters degree in education, educational administration, counseling, or related field
  • Demonstrated experience in supervising and training staff in a fast-paced environment, including coordinating staff activities and responsibilities, providing ongoing feedback, and fostering a positive and collaborative team culture.
  • Experience with technical writing to develop procedures, grants, proposals and correspondence
  • Experience working with federally funded educational programs
  • Experience assisting individuals with postsecondary admissions or financial aid applications
  • A strong commitment to promoting educational access and equity for first-generation, low-income, and other underrepresented student populations.
  • Strong verbal skills, including a demonstrated ability to effectively collaborate, interact, give presentations, and develop partnerships.
  • Bicultural experience
