- One (1) year demonstrated specialized experience in data collection and analysis, hazardous material/waste management, databases, and report preparation.
- Demonstrated knowledge of the Resource Conservation and Recovery Act and associated environmental related legislation.
- Must hold or be able to obtain all training, qualifications, and certifications within 60 days of start date.
- Experience in using Microsoft Word, Excel, and databases for the development of supporting environmental analysis.
- Ability to communicate effectively in formal briefings and in general public meetings, and to prepare clear and concise written materials appropriate for different audiences.
- Valid State Driver’s License and US Citizenship are required for Unescorted Access to Fort Knox.
Preferred Qualifications
- Successful completion of a four-year undergraduate degree in an environmental discipline or related field from an accredited university.
- Experience providing environmental education / outreach related to the Resource Conservation and Recovery Act and associated environmental related legislation.
- Experience in using GIS software such as ArcGIS and mobile applications.
- Ability to pass a background check to gain access to Army installations, IT systems, and for the issuance of a government issued Common Access Card.
Job Description
Texas State University is searching for a Environmental Technician who can support the Resources Conservation and Recovery Act (RCRA) program at Fort Knox, located near Louisville, Kentucky. We are looking for a person who can provide technical guidance to the Government in performing hazardous waste identification, waste stream analysis, investigations and complex environmental analysis and writing. Provides technical and planning assistance in project planning, training, studies, and environmental meetings. Knowledge of environmental related legislation, policies, and requirements to protect human health and the environment. Must have and maintain RCRA compliance certification for a large facility, Department of Transportation Hazardous Material and Hazardous Waste Handler certifications.
This position is located at Fort Knox, Kentucky, which is located just south of Louisville, Kentucky. Louisville is the largest city in Kentucky and is a cultural, entertainment, and sporting hub for the area. The primary objective of this position is to provide scientific and technical skills pertaining to the implementation of the Fort Knox air program. The job will involve a wide range of natural resource and environmental compliance projects that support military training and development.
Job Duties
- Collect and synthesize data to prepare monthly and quarterly reports for state and federal regulators and installation command.
- Prepare documents on standard operating procedures in compliance with state and federal regulations.
- Provide and document technical training to satellite accumulation area managers on proper handling and clean-up of hazardous waste, specific to their waste streams.
- Provide daily operations at the Fort Knox’s permitted Hazardous Waste Storage Facility (HWSF). Historically, Fort Knox disposes of between 20,000 and 30,000 pounds of hazardous, universal, and non-regulated wastes, equivalent to a range of 150 to 200 transactions, on an annual basis.
- Pick-up hazardous, Universal, and Non-RCRA wastes from units/activities with established accumulation areas, or other waste generation points, by utilizing the government provided vehicle(s), and transport to the HWSF.
- Ensure the wastes streams are properly identified, containerized, segregated, marked, and labeled.
- Conduct weekly hazardous waste inspections for the 90-day HWSF (Building 2949), using the HWSF check list.
- Manage and maintain all aspects of the hazardous material collection connex for hazardous material containers. Hazardous material containers being returned must be RCRA empty, disposed of properly, recycled, processed as a hazardous waste, or put into the reuse program. Historically, Fort Knox receives between 1,500 and 2,000 items per year from between 120 and 150 customers each year.
- Provide field inquiries and conduct courtesy inspections on the management, packaging and disposal procedures from all Fort Knox agencies and military units; regularly distribute help sheets, plans and procedures to military units and other agencies to ensure compliance with the most recent regulatory guidance; educate units and other agencies on SDS information and proper hazardous materials/hazardous waste management.
- Conduct hazardous waste identification actions, to include but not limited to researching materials for listed or characteristic hazardous waste constituents, creating, and updating hazardous waste profiles; by utilizing Safety Data Sheets (SDS) or laboratory analytical data.
