Offer Description
1 — Opening of an international competition for the position of Assistant Researcher for the Aquaculture, Valorization, and Bioprospecting Division (DivAV), following the nullity of the international recruitment procedure for the hiring of a Assistant Researcher to the AquaculLture, Valorization and Bioprospecting Division (DivAV), opened by Notice No. 20002/2025/2, published in the Diário da República, 2nd Series, No. 152, of 8 August, and advertised on the Public Employment Site under offer reference OE202508/0224, in accordance with point 6 of Minutes No. 38/2026 of the IPMA Board of Directors.
2 — Description of the Offer
By the provisions of Section 5 of Decree-Law No. 57/2016 of August 29, in its current wording, and following the authorization of the Secretary of State for Fisheries and the Secretary of State for the Sea by order of December 19, 2024, the Board of Directors decided, at a meeting on December 30, 2024, to appoint the jury, with its composition duly published in the Diário da República, through Resolution No. 285/2025, 2nd Series No. 42 of February 28, and consequently opening this competitive process.
3 — Functional Content
The assistant researcher is responsible for regularly carrying out research and development activities and all other scientific and technical activities within the missions of their respective institutions, and also:
- a) Characterisation of food products from an environmental footprint perspective particularly with regard to their water, carbon and nutritional;
- b) Implementation and harmonisation of Life Cycle Assessment methodologies for the fisheries and aquaculture value chain, with a focus on the canning industry;
- c) Development of methodologies, design and testing of sustainable eco-labelling schemes for the food industry based on marine living resources, adopting a circular economy approach and promoting the valorization of co-products;
- d) Liaison and collaboration with stakeholders from the fisheries and aquaculture sectors, with a focus on the canning industry;
- e) Collection, organisation, processing and statistical analysis of data;
- f) Preparation of technical and scientific reports;
- g) Presentation and dissemination of results at conferences, in scientific journals and to the wider community.
4 — Recipient Profile/Category: PhDs in Natural Sciences, with specialisation in Environmental Sciences.
5 — Scientific Area: Biochemistry, subfield of Natural Sciences, with specialisation in Environmental Sciences.
6 — Contract Type: Public service employment contract for an indefinite period

8 — Application Formalization:
8.1 — By means of a request and form available on the IPMA website addressed to the President of the Selection Committee of the competition, which must include the identification of the competition subject to the application (e.g., Notice No.); identification of the candidate (name, date of birth, nationality, Citizen Card number, tax identification number, residence, telephone number, and email address); academic qualifications, clearly indicating the reference to the competition/scientific area to which the candidate is applying, accompanied by the following documents:
8.2 — Detailed curriculum vitae containing all pertinent information for the evaluation of the application, taking into account the evaluation aspects set forth in item 14 of this announcement, and must be organized in accordance with the evaluation criteria set forth in item 14;
8.3 — Documents supporting academic and professional qualifications.
8.4 — All publications of which the candidate is the author or co-author, mentioned in the curriculum vitae, must expressly indicate the Digital Object Identifier (DOI). The candidate must also indicate their “authorized identifier” from ISI Web of Science and/or SCOPUS.
8.5 — Document indicating and justifying the selection of up to 10 works or activities that they consider most relevant to the scientific field mentioned in the call for applications, within all aspects of the curriculum evaluation.

9 — Workplace
Research activities will be carried out at the IPMA, I.P. headquarters and potentially throughout the national territory, without prejudice to the possibility of also being carried out in other organizational units and during temporary trips within the country or abroad.

11 — Base Salary
Candidates' base salary is the statutory salary, based on the Public Administration's Single Salary Table (TRU) for the first step of the respective Scientific Research career category.

14 — Selection Method(s) and Criteria
In accordance with Article 9 of Law No. 55/2025 of 28 April and Article 10 of Ordinance No. 427-B/2025/1 of 28 November.
14.1. Recruitment procedures for the hiring of researchers are intended to assess the candidates’ scientific capacity and merit in the various aspects comprising the duties to be performed, taking into consideration:
- a) The scientific and professional career path, namely research experience in the scientific field(s) covered by the recruitment procedure;
- b) The quality and relevance of the scientific output;
- c) Contributions to science, the scientific community and society, namely:
- i) The generation of new ideas, tools, methodologies and knowledge;
- ii) Training and career development, team building, and involvement in national and international networks and partnerships;
- iii) The ability to secure funding through competitive national and international programmes and projects;
- iv) Teaching experience, where applicable;
- v) The scientific supervision of internships, undergraduate projects, master's dissertations and doctoral theses within the respective areas of expertise, where applicable;
- vi) The social, cultural and economic impact of the scientific activities carried out;
- vii) The application, valorization and transfer of knowledge, including its technological dimension, where applicable;
- viii) Knowledge transfer and dissemination;
- ix) Organisational management and the management of science, technology and innovation programmes.
15 — Classification System
15.1 —
- a) Scientific and professional career path, namely research experience in the scientific field(s) covered by the recruitment procedure (PCF): 10%
- b) Quality and relevance of scientific output (QPC): 10%
- c) Contributions to science, the scientific community and society (CCCS), namely:
- i) Generation of new ideas, tools, methodologies and knowledge: 10%
- ii) Training and career development, team building, and participation in national and international networks and partnerships: 10%
- iii) Ability to secure funding through competitive national and international programmes and projects: 10%
- iv) Teaching experience, where applicable: 10%
- v) Scientific supervision of internships, undergraduate projects, master's dissertations and doctoral theses within the respective areas of expertise, where applicable: 10%
- vi) Social, cultural and economic impact of the scientific activity carried out: 10%
- vii) Application, valorization and transfer of knowledge, including its technological dimension, where applicable: 10%

15.2 — A candidate who is approved by an absolute majority of the voting jury members will be considered approved on absolute merit. Approval of candidates based on absolute merit will depend on if they fulfil at least three of the following four requirements relevant to the scientific area for which the recruitment procedure is open.
15.2.1 Having authored or co-authored several research articles or review papers published during the previous ten years in journals indexed in the ISI Web of Science or Scopus, corresponding to an average annual publication rate equal to or greater than 1.75 publications per year.
15.2.2 Having authored or co-authored research articles or review papers published in journals indexed in the Web of Science Core Collection or Scopus, which have collectively received more than 1000 citations according to those databases throughout the candidate's scientific career, or having attained an h-index of at least 15.
15.2.3 Having led, during the previous ten years, research teams participating in at least one nationally or internationally competitive funded project, either as responsible investigator or, in the case of international projects, as “work-package” leader.
15.2.4 Having developed new products or services relevant to the Institute's mission or to the economic sector, as evidenced either by formal registration, or by the existence of a user’s group.
15.3 — Regarding relative merit, each member of the jury performs their own evaluation exercise, scoring each candidate in relation to each parameter, on a scale of 0 to 100 points
15.4 — The Final Result (FR) of the evaluation of each candidate by each member of the panel is calculated using the formula for weighting the various parameters:
RF = (PCF*10 %) + (QPC*10 %) + (CCCSi*10 %) + (CCCSii*10 %) + (CCCSiii*10 %) + (CCCSiv* 10 %) + (CCCSv*10 %) + (CCCSvi*10 %) + (CCCSvii*10 %) + (CCCSviii*5 %) + (CCCSix*5 %)
16 — The list of admitted and rejected candidates and the final results of the competitions, after approval, will be notified to the candidates and published in the Recruitment section of the IPMA, I.P. website.
17 — A hearing of interested parties will be held, in accordance with the Code of Administrative Procedure, after the application of the selection methods and before the final decision is made. Rejected candidates will be notified preferably by email.
18 — The jury minutes will be provided to candidates upon request by email to recursos.humanos@ipma.pt.

This competition is governed by the provisions of Law No. 55/2025, of April 28th.
