Parking Operations Lead

Towson University is accepting applications for a Parking Operations Lead in the Parking & Transportation department. This position is responsible for completing routine day to day event and parking field tasks while providing leadership to staff on event days or in the absence of the supervisor. Critical functions to include administrative support of events and charters; field enforcement; training of staff on policies and procedures; shift/event oversight; and customer service responding to questions related to planning parking event/charters or out in field interacting with campus community or those visiting the campus.

Responsibilities and Duties

  • Receive and review requests for services, enter event/charter records, issues quotes, order signs & services, update notifications, patrolling campus areas/ issuing citations to vehicles in violation etc.
  • Uses several types of computerized equipment or software to perform tasks.
  • Actively assists and directs members of the campus community and visitors concerning Parking & Transportation services, as well as other basic services provided by the University.
  • Completes basic maintenance tasks to include sign installation and removal, painting, basic system, and equipment preventative maintenance, set-up and break down of event parking signage and control devices (bollards, etc.).
  • Trains staff on policies and procedures. Fosters strong working relationships with campus partners, provides input and suggestions for improving services to the campus community, as well as advises supervisors and managers regarding performance.
  • Oversees small to mid-sized events or serves as secondary for large events with multiple supervisors.
  • Directs staff regarding assigned tasks for events and enforcement; perform vehicle lockouts; authorize tows for altered permits; respond to pay station alerts and perform pay station collections.
  • Other duties as assigned.
  • This position is designated as essential personnel which will require the incumbent to work additional hours, on regular days off or when the University is closed.

Qualifications and Skills

  • High School diploma or equivalent and three years of related experience.
  • Must have the ability to train and supervise staff.
  • Excellent communication and interpersonal skills to communicate with both internal and external customers even in difficult situations.
  • Well organized with time management and prioritization skills to handle multiple tasks in a fast pace, changing, and challenging environment.
  • Proactive, detailed oriented, and flexible to work outside the regular shift.
  • Must know or be able to learn how to use handheld field IPads, printers, and hardware utilized for enforcement as well as event equipment.
  • Must be in possession of a valid driver’s license and meet requirements to drive a state vehicle, including no more than 5 points on driving record.
  • Ability to lift up to 50 pounds, work in all weather conditions, and remain on post (standing for long periods of time).
  • Previous experience in front line supervision or a leadership role preferred.
  • Except for qualifications established by law, additional related experience, and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
  • A Criminal Background Investigation and pre-employment physical are required for the hired candidate and the results may impact employment.

Salary and Benefits

$45,375 annually and full University benefits that includes annual leave, up to 17 holidays, personal and sick days; excellent health, life, and retirement plans; and tuition remission. Applicants with TU or USM service may receive salary credit. When applicable, a 2.5% increase may be added to the annual salary, pending successful completion of the initial six-month probationary period, for this position.
