Offer Description
According to Article 2-A of ECPDESP, polytechnic higher education teachers are responsible for providing the teaching service that is assigned to them, and for accompanying and guiding the students; for developing research, cultural creation or experimental development activities; for participating in tasks of development, scientific and technological dissemination and economic and social valorisation of knowledge and to participate in the management of the respective higher education institutions.
Under the terms of Article 9-A(1) in conjunction with Article 3(5) of ECPDESP, the principal coordinating professor is responsible for the pedagogical, scientific and technical coordination of the teaching and research activities within the scope of a subject or scientific area and, in particular, to: conduct and teach theoretical, theoretical-practical and practical classes; supervise internships and conduct seminars and laboratory or fieldwork; supervise the pedagogical, scientific and technical activities of the senior lecturers of the respective subject or scientific area; participate with other coordinating professors of their scientific area in the coordination of programmes, teaching methodologies and general research guidelines related to the subjects of that area; and manage, develop and carry out scientific research and experimental development activities within the respective subject or scientific area and to develop intersectoral coordination activities.

Admission requirements:
Under the terms of Article 17 of the General Labour Law on Public Service, approved by Law no. 35/2014, of June 20, in its current wording and of Article 12-E of ECPDESP, only those interested who satisfy all of the following general requirements, up to the date limit for submission of applications, may apply:
- To be over the age of 18;
- Non-inhibition from exercising public service nor being prohibited from exercising the functions for which they are applying;
- To have physical robustness and the psychological profile required to carry out the functions for which they are applying;
- To have complied with the mandatory vaccination laws.
Under the terms of Article 9-A(3) of ECPDESP, those who hold a doctoral degree obtained more than five years ago and have the title of aggregate or a legally equivalent title may apply for the competition.
Candidates holding foreign qualifications must prove the recognition, equivalence or registration of the doctoral degree under the terms of the applicable legislation.

The remuneration regime applicable to career teachers and other teaching staff is defined in a separate law”— Decree-Law no. 408/89, of November 18, amended by Decree-Law no. 76/96, of June 18, and Decree-Law no. 124/99, of April 20 and Decree-Law no. 373/99, of September 18.
Eligibility criteria
Selection and seriation criteria and assessment and final classification system (established under the terms of Article 11(2) (a) and Article 18(1) (l) and (m) and no. 2 and 3 of Official Order no. 10 990/2010):
8.1 — Candidates who have a curriculum in the subject area of the competition that includes all of the following will be considered to have been approved on absolute merit:
8.1.1 — Requirements of scientific merit (to be met cumulatively):
- Authorship of the set of fifty publications in the first or second SCOPUS quartile over the last five years, of which at least 25 must have been published as first or last author, in the area of the competition;
- Supervision/co-supervision of 3 doctoral theses in the area of the competition;
- Be an integrated member, for at least 5 years, in a Research Unit recognised by the Portuguese Foundation for Science and Technology (FCT) or an equivalent foreign funding agency, with a rating of Very Good or Excellent, in the area of the competition.
8.1.2 — Requirements of pedagogical merit (to be met cumulatively):
- To be, in the last 5 years, the author of at least three teaching materials published in books or book chapters with ISBN, or in journals with ISSN, in the area of the competition, proven to be used in curricular units;
- Participation in five doctoral juries in the area of the competition;
- Creation or revision of study programmes conferring degrees, as coordinator or member of a commission.
8.1.3 — Merit requirements in other relevant activities (to be met cumulatively):
- To be, or to have been, a member of a governing body of a higher education institution (e.g., General Council, Management Council, Technical-Scientific Council);
- To be, or to have been, Coordinator/Sub-coordinator or President/Vice-President of a scientific or academic body (e.g., School Scientific and Technical Council, Disciplinary Group, Pedagogical Council, Course Coordinator, Department Coordinator);
- To have international academic recognition, namely through designation (e.g., Visiting Professor or Affiliated Professor) awarded by a foreign University.
8.2 — The ranking (relative merit) of the candidates approved on absolute merit is carried out using the scoring grid defined by the jury, taking into account the criteria and weightings approved by the TechnicalScientific Council of the School of Education and Social Sciences of the Polytechnic Institute of Leiria, indicated below.
8.2.1 — Technical-scientific and professional performance (DTCP), with the following criteria being considered:
- Participation in research and development projects in the area of the competition (PID);
- Scientific production (e.g., books, book chapters, indexed articles, abstracts in conference proceedings with ISBN/ISSN, oral communications and self-proposed posters, national and international conferences by invitation and review of indexed scientific articles), in the area of the competition (PC);
- The supervision of works leading to the award of an academic degree, in the area of the competition (OT);
- Participation in juries of academic examinations and/or for the attribution of the title of specialist, in the area of the competition (JPA);
- Participation in scientific societies and their committees and/or the integration of Organising and Scientific Committees of scientific conferences and participation in the editorial board of scientific journals, in the disciplinary area (PSC);
- Prizes/distinctions/scholarships in the area of the competition (PDB).
8.2.1.1 — The classification to be awarded in DTCP represents 45% of the final classification, for a maximum of 100 points, and results from applying the following formula: DTCP = 0.05PID + 0.7PC + 0.05OT + 0.05JPA + 0.1PSC + 0.05PDB.
8.2.2 — Pedagogical ability of the candidates (CP), with the following criteria being considered:
- Coordination of pedagogical projects. Coordination and promotion of new pedagogical projects (e.g., development of new curricular unit programmes, creation and coordination of new courses or study programmes, etc.) or reform and improvement of existing projects (e.g., reformulation of existing curricular unit programmes, participation in the reorganisation of existing courses or study programmes), as well as carrying out projects with an impact on the teaching/learning process in the area of the competition (CPP);
- Effective teaching experience in higher education in the area of the competition (EES);
- Production of teaching material. Quality and quantity of the teaching material produced by the candidate in the area of the competition (MP);
- Teaching activity. Teaching and coordination/conducting of curricular units, as well as the supervision of pedagogical activities (e.g., supervision of internships, projects or students in teaching practice) in the area of the competition (AL);
- Experience as a trainer. Continuous training (e.g., accredited training courses for teaching groups 100, 110, 260, 620; and for sports professionals through the IPDJ) with teaching in the area of the competition (EF);
- Pedagogical and scientific development project aligned with the mission of ESECS/IPLeiria and the Research Centre for Sport, Health and Human Development (CIDESD), to be developed for this call by the candidate (PDPC).
8.2.2.1 — The classification to be awarded in CP represents 30% of the final classification, for a maximum of 100 points, and results from applying the following formula: CP = 0.25CPP + 0.1EES + 0.05MP + 0.50AL + 0.05EF + 0.05PDPC
8.2.3 — Other activities relevant to the mission of the higher education institution that have been developed by the candidates (OAR), with the following criteria being considered:
- The exercise of executive and management positions (e.g., President/Rector of a Higher Education Institution; Vice-president/Vice-rector of a Higher Education Institution; President/Director of a School or Organic Unit; Vice-President/Sub-Director of a School or Organic Unit; President/Vice-President of the Scientific Council, Pedagogical Council, Council of Representatives, General Council; Coordinator of Research Units or poles of Research Units recognised by the Foundation for Science and Technology; Coordinator of Scientific Area or Department; Coordinator of institutional teams; Coordinator of a cycle of studies conferring a degree (CD);
- Participation in bodies or structures (e.g., Member of Scientific Council, Pedagogical Council, General Council, Academic Council, Council of Representatives; Member of Scientific-Pedagogical Committees of courses; specialised committees; member of institutional teams, working groups) (POE);
- Participation in Teaching Performance Evaluation Processes and Recruitment Competition for teaching and non-teaching staff (ADC);
- Participation in projects or activities of a practical nature or scientific dissemination, framed in the area of the competition (e.g., Mobility programmes; technical-scientific dissemination in the media; dissemination actions of the institution; participation in associations, federations and other entities) (PP).
8.2.3.1 — The classification to be awarded in OAR represents 25% of the final classification, for a maximum of 100 points, and results from applying the following formula: OAR = 0.6CD + 0.15POE + 0.15ADC + 0.1PP.
8.3 — The final classification (CF), on a scale of 0 to 100 points, will be obtained by the following formula: CF = (0.45DTCP + 0.30CP + 0.25OAR).
8.4 — The candidates approved on absolute merit will be ranked following the formulas set out above. In the event of a tie between the candidates, the following tie-breaking criteria will be applied successively and non-cumulatively (until necessary): - 1 st Best score obtained in the Technical-Scientific and Professional Performance (DTCP); - 2 nd Best score obtained in Pedagogical Ability (CP).
Selection process
Application procedure:
7.1 — The application, submitted through a request addressed to the President of the Polytechnic Institute of Leiria under the terms of no. 7.2, can be presented in person at the Central Services of the Polytechnic Institute of Leiria (Office of Expedient and Archive – 09h00-12h30 and 14h00-17h30) upon receipt, or by post, by registered letter with acknowledgement of receipt, to the following address of the Polytechnic Institute of Leiria: Rua General Norton de Matos, Apartado 4133, 2411-901 Leiria, until the deadline for submission of applications referred to in no. 1 of this Public Notice. Applications sent by email will not be accepted.
7.2 - The application request is made by filling in the form available on the Polytechnic Institute of Leiria website (https://www.ipleiria.pt/politecnico/recursos-humanos/concursos-e-contratos/carreira-docente/), which must be printed on paper, dated, initialled and signed by handwriting or by a qualified electronic signature, in which case the original must also be submitted electronically.
7.3 — Together with the application (form) for admission to the competition, candidates must submit the following documents, duly identified and numbered:
- Documents proving the fulfilment of the requirements set out in no. 5.1 of this Public Notice; however, candidates are exempt from presenting them, provided they declare, in the admission application (form), under oath, that they meet such requirements. The candidate who fills the vacancy submitted to the competition must deliver the documents proving the declared situation;
- Copy of the certificates proving the title of an academic degree and the aggregate title under no. 5.2 of the Public Notice;
- Documents proving the fulfilment of the conditions set out in no. 5.3 of this Public Notice, if applicable;
- 1 copy of the curriculum vitæ, duly dated and signed, as well as 1 copy of the documents proving the facts indicated therein, which must be organised according to the selection and seriation criteria and the assessment and final classification system mentioned in no. 8 of this Public Notice;
- 1 copy of a summarised version of the curriculum vitæ, duly dated and signed, showing that the candidate meets the requirements for approval on absolute merit, which must be organised according to the list of these requirements contained in no. 8.1 of this Public Notice;
- 1 copy of the pedagogical and scientific development project, to be prepared by the candidate, in line with the mission of ESECS of the Polytechnic of Leiria, as required in no.8.2.2(f) and (i) of criterion PDPC of the pedagogical dimension of the attached scoring grid
- List in a non-editable format containing the exact identification of all submitted documents (index or list with the name of each document in the order in which they are presented), in accordance with the selection and seriation criteria and the assessment and final classification system mentioned in no. 8 of this Public Notice.
7.4 — The documents referred to in no. 7.3 of the Public Notice and the application form, when signed by a qualified electronic signature, must be delivered in digital format (CD, DVD or pen drive) duly identified, and the candidate must ensure the legibility of the files.
7.5 - The documents referred to in the previous point must, as a rule, be in the Portable Document Format (PDF), preferably in PDF/A version, except in situations where the document to be presented cannot assume the indicated format; the file name, which must be succinct, cannot contain any of the following characters: /, \, |, :, *, ?, ", (less than), and (greater than).
7.6 — The documents may be presented in Portuguese, Spanish or English without prejudice to no. 7.3(e) and (f). When documents proving the facts indicated in the curriculum or works mentioned in the curriculum were originally written in another language, a translation into Portuguese, Spanish or English must also be provided.
7.7 — The non-presentation of the supporting documents proving the requirements for admission to the competition required and provided for in no 5.1, 5.2 and 5.3 in this Public Notice or its presentation after the deadline stipulated in no. 1 of this Public Notice will lead to the exclusion of the application.
7.8 — Failure to submit the supporting documents or the illegibility of the respective files related to the facts indicated in the curriculum vitae, duly organised under no. 7.3(d) and (g) of this Public Notice, or their presentation after the deadline stipulated in no. 1 of this Public Notice, implies the non-valuation of the facts indicated in the curriculum that they should prove.
7.9 — The presentation of false documents will lead to immediate exclusion from the competition and the reporting of the fact to the competent authority for purposes of criminal prosecution.
7.10 — The documents provided by candidates shall be returned upon request one year after the conclusion of this competition, except if this competition has been subjected to judicial appeal. In this case, the return of the documents may only occur after the jurisdictional decision has become final.
