Offer Description
1 - The President of the Polytechnic Institute of Viseu (IPV) hereby makes known that, by his order of 05-06-2026, a documentary recruitment competition is open, pursuant to Article 15 of the Statute of the Teaching Career Staff of Polytechnic Higher Education (ECPDESP), for a period of 30 working days from the publication of this notice in the Diário da República, for the recruitment of one Adjunct Professor, under a public employment contract for an indefinite term, for the disciplinary area of Nursing, subarea of Maternal and Obstetric Health Nursing, at the School of Health of Viseu.
This notice is also published on the Public Employment Exchange (BEP), on the website of the Foundation for Science and Technology, I.P., in Portuguese and English, and on the IPV website.
2 - Applicable legislation: Statute of the Teaching Career Staff of Polytechnic Higher Education (ECPDESP), approved by Decree-Law No. 185/81 of 1 July, amended by Decree-Law No. 69/88 of 3 March, Decree-Law No. 207/2009 of 31 August (which republished it), and Law No. 7/2010 of 13 May; Regulation on Recruitment and Hiring for an Indefinite Term of Teaching Staff of the Polytechnic Institute of Viseu, published in the Official Gazette, Series II, of 28 September 2010, hereinafter referred to as the Regulation; other complementary legislation applicable to polytechnic higher education teaching staff and public employees.
3 - Validity period.
3.1 - The recruitment procedure ends when the position referred to in this notice is filled or when it cannot be filled due to the absence of admitted candidates. If the duly approved final ranking list contains a number of approved candidates higher than the number of vacancies available, a recruitment reserve shall be established and may be used for a maximum period of 18 months from the date of approval, to fill an identical position, by means of a duly justified order of the President of IPV.
3.2 - Exceptionally, the recruitment procedure may also be terminated by a duly justified act of the entity responsible for its implementation, provided that notification of the draft final ranking list has not yet been made to the candidates within the scope of the hearing of interested parties.
4 - Workplace: School of Health of Viseu (ESSV), Polytechnic Institute of Viseu.
5 - Functional content.
5.1 - In accordance with Article 2-A and Article 3(4) of the ECPDESP, polytechnic higher education lecturers are responsible, namely, for providing the teaching service assigned to them and supervising and guiding students; carrying out research, cultural creation or experimental development activities; participating in extension activities, scientific and technological dissemination, and the economic and social valorisation of knowledge; participating in the management of their higher education institutions; and performing other duties assigned by the competent management bodies that fall within the scope of polytechnic higher education teaching activities.
5.2 - Under Article 3(4) of the ECPDESP, an Adjunct Professor shall collaborate with Coordinating Professors within a subject or scientific area and shall, in particular:
- a) Conduct and teach theoretical, theoretical-practical and practical classes;
- b) Supervise, direct and monitor internships, seminars and laboratory or field work;
- c) Direct, develop and carry out scientific research and experimental development activities according to the general guidelines previously and superiorly defined within the respective subject or scientific area;
- d) Cooperate with the remaining professors of the subject or scientific area in the coordination provided for in paragraph d) of Article 3(5), namely: participate with the remaining coordinating professors of their scientific area in coordinating curricula, teaching methodologies and general research guidelines concerning the subjects of that area.
6 - Salary position: remuneration shall be that resulting from the remuneration framework applicable to polytechnic higher education teaching staff, in accordance with Article 35(1) of the ECPDESP and Decree-Law No. 408/89 of 18 November, in its current wording.
7 - Admission requirements:
7.1 - General requirements: The general requirements for admission to the competition are those set out in Article 17 of the General Labour Law in Public Functions, approved as an annex to Law No. 35/2014 of 20 June, as amended, without prejudice to Article 12-E of the ECPDESP, namely:
- a) Be at least 18 years of age;
- b) Not be prohibited from exercising public functions or legally disqualified from performing the duties for which they are applying;
- c) Possess the physical fitness and psychological profile required for the performance of the duties;
- d) Have complied with mandatory vaccination laws.
7.2 - Specific requirements:
Under Article 17 of the ECPDESP, only those who hold a doctoral degree in Nursing may apply, as well as those who do not hold a doctoral degree in Nursing but hold the Specialist Title in Nursing awarded under Decree-Law No. 206/2009 of 31 August, amended by Decree-Law No. 27/2021 of 16 April and, cumulatively, hold the Specialist Title in Maternal and Obstetric Health Nursing awarded by the Portuguese Order of Nurses;
b) If the doctoral degree or specialist title has been awarded by a foreign higher education institution, recognition in Portugal is mandatory under the legislation applicable for that purpose. This formality (recognition of academic degrees and titles obtained abroad) must be completed by the deadline for submission of applications.
7.3 - Candidates of foreign nationality must have proficiency in written and spoken Portuguese. Candidates from countries where Portuguese is not the official language may be required to undertake specific tests.
8 - Submission of applications:
8.1 - Applications must be submitted using the standard application form available on the IPV website, www.ipv.pt, and sent electronically to rh-candidaturas@sc.ipv.pt, no later than 23:59 on the last day of the application period. Candidates must keep the respective receipt. Applications shall include the following:
- a) Candidate identification including full name, date of birth, nationality, civil and tax identification number, postal and email address, and telephone numbers.
- b) Identification of the competition applied for, including the notice number and reference to the Diário da República in which it was published.
- c) Indication of the category and institution where teaching duties are currently performed, where applicable, and current position held.
- d) Indication of academic degrees and professional qualifications held.
- e) Signed declaration by the candidate stating that all elements and facts contained in the application are true.
- f) List of documents accompanying the application.
8.2 - The application must be accompanied by the following documents presented in Portuguese, English, French or Spanish (the candidate shall provide only the data strictly necessary for this purpose, concealing personal data that may appear in the submitted documentation, otherwise such data may be freely accessed by other candidates during consultation of the file):
- a) Academic qualifications and/or professional/academic titles;
- b) Documents proving compliance with the special admission requirements;
- c) Documents proving compliance with the conditions established in Article 17 of the General Labour Law in Public Functions, approved as an annex to Law No. 35/2014 of 20 June, unless the candidate declares, in separate paragraphs and under oath, their situation regarding each one;
- d) One copy of the Curriculum Vitae in paper format and one in non-editable PDF digital format (USB drive, CD or DVD), containing all information relevant to the assessment of the application and obligatorily organised according to the selection and ranking criteria contained in this notice, together with the respective supporting documents;
- e) Category, group or disciplinary area to which the candidate belongs and length of service as a higher education lecturer;
- f) Any other elements that the candidate considers likely to influence the assessment of merit or constitute a legal preference factor;
- g) A non-editable PDF list (USB drive, CD or DVD) containing the exact identification of all documents submitted in attachment to the Curriculum Vitae (name of each file);
- h) The Curriculum Vitae must be written in Portuguese and its structure must fully follow the evaluation criteria and subcriteria, attaching the corresponding supporting documentation;
- i) Supporting documents attached to the Curriculum Vitae must be presented in the original language in which they were issued. Translation into Portuguese, English, French or Spanish is mandatory when none of these languages is the original language.
8.3 - Under Article 23(4)(a) of the ECPDESP, the Selection Committee may, whenever deemed necessary, request candidates to submit original supporting documents attached to the Curriculum Vitae, as well as additional documentation related thereto, establishing a deadline for that purpose.
9 - Decision on admission of applications.
9.1 - The Selection Committee shall analyse applications for admission and exclusion purposes.
9.2 - Applications that do not comply with point 8.1 and points 8.2(a) to (e) and (h) to (j), or that are submitted after the deadline, shall not be admitted. The Selection Committee shall notify candidates of the intention to exclude them so that they may exercise their right to be heard, under Article 22 of the Regulation and Articles 121 et seq. of the Administrative Procedure Code.
9.3 - After hearing the interested parties, the Selection Committee shall, in a meeting, duly consider the allegations submitted and approve the final list of admitted and excluded candidates.
10 - Absolute merit assessment.
10.1 - Admitted applications shall be subject to assessment of absolute merit under Article 23(7) of the ECPDESP, according to the merit criteria established in this notice.
10.2 - Candidates who obtain a Final Classification (CF), without rounding, equal to or greater than 10 points shall be considered approved on absolute merit.
10.3 - Candidates who do not obtain approval on absolute merit shall be ranked alphabetically.
10.4 - In the event of an intention not to approve a candidate on absolute merit, the Selection Committee shall conduct a prior hearing of interested parties under Articles 121 et seq. of the Administrative Procedure Code.
11 - Public hearings.
11.1 - Whenever deemed necessary, the Selection Committee may organise public hearings in order to clarify elements of the applications, under equal conditions for all candidates, under Article 27 of the Regulation.
11.2 - The decision to hold public hearings shall be notified to candidates at least five working days in advance.
12 - Curriculum evaluation.
12.1 - Evaluation criteria.
12.2 - The adopted method consists of curriculum evaluation and aims to assess candidates' merit, professional skills, scientific, technical and research activity, and pedagogical abilities having regard to the duties to be performed, in accordance with Article 15-A of the ECPDESP.
12.3 - The curriculum evaluation shall consider the following criteria approved by the Technical-Scientific Council of ESSV:
1 - Technical-scientific and professional performance of the candidate (DTCP), assessed on the basis of work and activities developed, namely:
- 1.1 - Professional experience in the field of nursing;
- 1.2 - Scientific production and dissemination;
- 1.3 - Participation in research units and projects;
- 1.4 - Participation in the scientific community (oral communication/conference at scientific events; moderator/commentator; poster presentation at scientific events);
- 1.5 - Supervision or co-supervision of theses/dissertations/final reports/monographs and participation in academic examination panels, as well as pedagogical supervision of lecturers;
- 1.6 - Critical reflection carried out by the candidate regarding the contribution of technical, scientific and professional activities to the performance of the position applied for.
2 - Pedagogical capacity of the candidate (CP), assessed on the basis of the quality and extent of teaching practice or activity as a trainer in higher education courses:
- 2.1 - Teaching activities (AL): curricular units taught and types of classes delivered in the different study cycles;
- 2.2 - Coordination/responsibility/academic leadership of curricular units in higher education courses;
- 2.3 - Production of pedagogical material (MP) and implementation of innovative teaching support techniques;
- 2.4 - Experience as a trainer (EF) in the field of nursing;
- 2.5 - Supervision/tutoring of curricular internships/clinical training placements within undergraduate or master's nursing programmes;
- 2.6 - Participation in outreach activities;
- 2.7 - Critical reflection carried out by the candidate regarding the contribution of pedagogical activity to the performance of the position applied for.
3 - Other relevant activities (OAR) for the mission of the higher education institution, assessed as follows:
- 3.1 - Academic degrees and/or titles;
- 3.2 - Exercise of management positions in governing bodies and/or structures relevant to the institution's mission;
- 3.3 - Organisation of technical-scientific events (organising and/or scientific committees);
- 3.4 - Participation in professional, cultural, social and other groups/activities considered relevant by the candidate and not included in previous parameters;
- 3.5 - Critical reflection carried out by the candidate regarding the contribution of other relevant activities to the performance of the position applied for.
12.4 - The Selection Committee shall evaluate candidates' curricula considering the approved selection and ranking criteria and subcriteria.
12.5 - Each member of the Selection Committee shall score each criterion for each candidate on a scale of 0 to 100, taking into account the weighting of subcriteria and items.
12.6 - The Final Score (PF) shall be determined by weighting each criterion according to the following formula:
PF = (0.3 DTCP + 0.4 CP + 0.3 OAR).
The PF shall be converted into a Final Classification (CF) on a scale of 0 to 20 through the formula: CF = PF / 5.
13 - The Selection Committee is responsible for defining the evaluation and final classification system by establishing and detailing the evaluation parameters within the criteria and evaluation items defined above. The minutes of the committee meeting detailing the evaluation methodology shall be published on the institution's website on the same date as the publication of the recruitment notice.
14 - Voting procedure for final ranking.
14.1 - Candidates' Final Classification (CF) and ranking shall result from the classification assigned by all members of the Selection Committee.
14.2 - Approved candidates shall be ranked in descending order according to the Final Classification obtained.
14.3 - In the event of a tie, decimal final classifications shall be used and, if equality persists, the following tie-breaking criteria shall be applied successively:
- 14.3.1 - Having completed the doctoral degree earlier;
- 14.3.2 - Having obtained the specialist title under Decree-Law No. 206/2009 earlier;
- 14.3.3 - Having obtained the Specialist Title in Maternal and Obstetric Health Nursing from the Portuguese Order of Nurses earlier.
15 - Notification of the draft final ranking.
15.1 - The draft final ranking shall be notified to candidates at the email address provided in the application so that they may submit comments within the framework of the hearing of interested parties, pursuant to Article 28 of the Regulation and Articles 121 et seq. of the Administrative Procedure Code.
15.2 - After completion of the hearing procedure, the Selection Committee shall duly assess the allegations submitted and approve the final ranking list.
16 - Publication of results.
16.1 - Within 90 days from the deadline for submission of applications, the Selection Committee must issue its final decision. This period may be extended if justified by a high number of candidates or the particular complexity of the competition.
16.2 - Final ranking list: after completion of the hearing process, the Selection Committee shall assess the allegations submitted and approve the final ranking list, which, after approval, shall be posted and made available on the IPV website.
17 - The return of documents submitted by candidates shall comply with Article 34 of the Regulation on Recruitment and Hiring for an Indefinite Term of Teaching Staff of the Polytechnic Institute of Viseu.
