General Statement of Job
The Vice President for Technology, Information, and Planning Services serves as the executive officer overseeing all information services and operations, including information technology, information security, instructional technology, library services, centers for learning excellence, institutional research, strategic planning, institutional effectiveness, and accreditation. The Vice President is responsible for aligning information services, learning support services, institutional and student performance and operations with institutional goals and objectives as they relate to the organizational mission. Supervises the leadership teams responsible for the college's information and instructional technologies, information security, learning resources, learning support services, institutional research, institutional effectiveness and accreditation, improvement, and strategic management services.
Specific Duties and Responsibilities
Essential Functions:
- Oversees all areas of management and supervision relating to the integration and operation of information services, information security, learning support services, planning and performance to include, institutional effectiveness, institutional research, and accreditation.
- Collaborates with executives and all levels of management to align Technology Resources, Information Services, Learning Support Services, Performance, Institutional Research, Institutional Effectiveness, and Planning with college strategies, goals and objectives.
- Analyze complex institutional needs presented by administrative departments and develop and implement information technology solutions. Explain technology solutions to senior leadership through presentation and advocacy.
- Upholds security standards and specifications for hardware and software use, and computer networking in order to be in compliance and mitigate risk of emerging security trends.
- Establishes continuous improvement cycles to maintain a system of internal controls, proper licensing, system upgrades, emergency and backup procedures, and disaster recovery plans to ensure integrity of information, security of databases, and internal network access control.
- Oversees the development, implementation and evaluation of College policies, procedures and guidelines pertaining to Information Services, Planning, Performance, and Strategic Initiatives.
- Guides the college leadership toward higher levels of educational quality and organizational effectiveness through the consultation and facilitation of all aspects of institutional research, institutional effectiveness, planning, and strategic initiatives.
- Assesses workplace readiness for positive change and growth and implements the solutions necessary to address findings through the facilitation of focus groups, staff retreats, workshops, mediation sessions, and inter-divisional work flow processing.
- Provides fiscally sound leadership in all information and technology initiatives at the college and consults with college leaders with regard to the planning and budgeting related to information technology, information security, learning support services, planning, performance, and strategic initiatives, and other information services and operations.
- Designs response protocols through consultative and facilitative roles with college leadership to address the need for organizational change relating to new college initiatives and objectives, and oversees activities pertaining to team/consensus building for new initiatives.
- Serves as a strategic, analytical, and technological resource to college leadership for timely and effective strategy formulation and execution across the institution.
- Provides leadership, mentoring, and coaching for the Information Services, Planning, Performance, and Strategic Initiatives Division.
- Supervises Information Services, Information Security, Learning Support Services, Institutional Research, Institutional Effectiveness, Planning, Performance, and Strategic Initiatives' staff.
- Performs other duties as assigned.
Required Education and Experience
- Master's degree in Computer Science, Information Technology, Business Administration and Planning or a related field or combination of relevant experience, education and training that equates to the required degree. A Doctorate Degree in a related field is preferred.
- At least seven (7) years of related experience in a senior or mid-level administrative position required. Higher education setting preferred.
- Demonstrated progressive leadership experience in higher education, particularly in areas related to technology, institutional planning, and/or organizational effectiveness preferred.
