WIC Breastfeeding Services Manager (Dept. of Population, Family & Reproductive Health)

We are hiring a WIC Breastfeeding Services Manager. The purpose of the WIC Breastfeeding Services Manager position is to plan, develop, and implement coordination of Breastfeeding activities for the Johns Hopkins WIC Program to ensure compliance with all Federal and State Regulations and Johns Hopkins WIC policies. In addition, the BF Services Manager serves as a “Floater” Manager; provides nutrition counseling, conducts nutrition classes as necessary, and prescribes standard and non-standard food packages when necessary.
Specific Duties & Responsibilities
- Oversees the planning, implementation and evaluation of local agency breastfeeding activities.
- Serves as a liaison between WIC Center Managers, CPAs, CPPAs, BFPCs and the State WIC Breastfeeding specialists.
- Works with WIC BFPC Coordinator to develop BFPC schedules and classes.
- Works with WIC BFPC Coordinator to ensure clinics are staffed with BFPCs as available.
- Attends all State Breastfeeding Promotion meetings.
- Actively communicates all information at State meeting to WIC Director, WIC Coordinator, and WIC BFPC Coordinator.
- Provides counseling and documents care plans to participants with high-risk breastfeeding conditions following State policies.
- Implements and integrates Breastfeeding Peer Counselor Program Budget guidelines.
- Ensures that local agency staff are properly trained in breastfeeding education and support.
- Provides direct supervision and support of WIC BFPC Coordinator.
- Keeps current with up-to-date breastfeeding information and disseminates this as well as FNS-provided information to other local agency staff.
- Plans and conducts staff breastfeeding activities and in-service training and providing information consistent with State policies. Identifies, coordinates and collaborates with community breastfeeding stakeholders.
- Maintains all breastfeeding-related inventories
- Monitors local agency breastfeeding rates.
- Ensures that breast pump issuance, inventory, and maintenance are logged and monitored.
- Provides assistance in disseminating new P&P’s and answering staff questions regarding breastfeeding.
- Reviews IBP Mostly Receiving Formula report to ensure accuracy. Documents justification.
- Conducts record reviews and provides reports to the WIC Director to determine the need for further staff training.
- Processes Dual Participation Report in accordance with P & P as necessary.
- Processes Participant Sanctions and complaints as necessary.
- Performs vendor monitoring activities in compliance with State WIC requirements.
- Participates in committees as assigned.
- May be required to work some Saturdays and evenings
- Performs certifications and other clinic activities as needed.
- Performs all duties assigned by WIC Coordinator.
Minimum Qualifications
- Bachelor's Degree in Nutrition, Dietetics, Community Nutrition, or related field.
- Must be an International Board-Certified Lactation Consultant (IBCLC).
- Three years of related program management experience, including one year of experience in counseling breastfeeding women.
- Demonstrated experience in working effectively with low-income, multicultural populations.
- Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Work experience in same or related field with evidence of increasing assigned responsibilities, including supervisory and managerial experience involving multidisciplinary WIC, healthcare, social service teams, or related field.
- Excellent computer skills (proficiency in Microsoft Teams, Microsoft Word, and Microsoft Excel)
- Good oral and written communication skills.
- Demonstrated capabilities to work effectively with other staff.
- Ability to organize work assignments and set priorities in carrying them out.
- English and Spanish fluency desirable.
- Able to work independently.
- Must be willing to travel to various sites and perform other duties as assigned by the immediate supervisor or program coordinator.
- Previous WIC experience a plus.

Starting Salary Range: $55,800 - $97,600 Annually (Commensurate w/exp.)
Employee group: Full Time
Schedule: Monday to Friday: 8:30am – 5:00pm; May be required to work some Saturdays and evenings
