For more than a decade, Canada and Australia built the most imitated post-study work routes in the English-speaking world. A student visa led to an open work permit, and the work permit led, for many, to permanent residence. Admissions offices in both countries sold that sequence as the core of their international offer. The post-study work visa policy shifts in Canada and Australia have rewritten that sequence, not through a single announcement but through a series of administrative changes whose cumulative effect is only beginning to show in enrolment and hiring data.

The turning point came in 2024. Canada attached language and field-of-study conditions to its Post-Graduation Work Permit from 1 November. Australia restructured its Temporary Graduate visa from 1 July, cutting the eligible age for most applicants from 50 to 35 and raising the English language bar. The two countries used different instruments, but the policy logic is the same: post-study work is no longer a general promise attached to graduation; it is a screening device attached to particular graduates.

Canada tightens the PGWP while protecting university research degrees

Immigration, Refugees and Citizenship Canada announced the changes on 18 September 2024 and began applying them to applications submitted from 1 November. University bachelor's, master's and doctoral graduates must now demonstrate at least Canadian Language Benchmark 7 in English or Niveau de compétence linguistique canadien 7 in French across reading, writing, listening and speaking. College graduates and other eligible non-university programs must demonstrate CLB 5, and if their study permit application was lodged on or after 1 November 2024 they must have completed a program in one of five areas: agriculture and agri-food, health care, science, technology, engineering and mathematics, trade, or transport. Flight school graduates are exempt from the field requirement.

Programme lengths remain tied to the length of study. Programs shorter than eight months remain ineligible; programs between eight months and two years generally receive a permit matching the study period; programs of two years or more receive up to three years. Since 15 February 2024, master's degrees of less than two years but at least eight months qualify for a three-year permit, a concession that matters to one-year master's programmes in education, public policy and engineering.

Two earlier restrictions amplify the shift. Students who began a public-private curriculum licensing programme on or after 15 May 2024 no longer qualify for a Post-Graduation Work Permit, and spouses of most undergraduate and college students lost open work permit access in 2024, with eligibility retained for spouses of master's and doctoral students and a narrow list of professional programmes.

The field-of-study list matters because it reorders the Canadian system by credential type. A university bachelor's, master's or doctoral graduate can apply without proving their field matches a shortage list; a two-year college diploma in business or marketing does not. That distinction will shape where students go and which institutions face the sharpest adjustment.

Australia compresses the 485 visa around a younger, more tested applicant

Australia's changes took effect on 1 July 2024. The Department of Home Affairs retained the Temporary Graduate visa, subclass 485, but split its main streams into the Post-Higher Education Work stream and the Post-Vocational Education Work stream. The official Temporary Graduate visa page now sets the standard maximum age at 35 at the time of application, down from 50. Doctoral and research masters graduates, as well as Hong Kong and British National Overseas passport holders, remain eligible until 50.

The English language requirement rose from an IELTS score of 6.0 to 6.5 overall, with at least 5.5 in each of the four bands, and test results can no longer be older than 12 months at application. Bachelor degrees and coursework master's degrees now attract a two-year visa under the Post-Higher Education Work stream, research master's degrees attract three years, and doctoral degrees attract four years.

Australia's migration strategy had already signalled in December 2023 that the 485 visa was being used more as a migration queue than as a post-study work guarantee. A legislative cap on international student commencements was blocked later in 2024, but processing slowed through Ministerial Direction 111, which differentiates visas once an institution reaches 80% of its allocation. The result has been softer than a hard cap but harder on institutional planning than the old system.

Two different instruments, one common logic

Canada screens by field and language. Australia screens by age, English score and degree level. The exceptions differ: Canada exempts university degree graduates from the field-of-study test, while Australia exempts doctoral and research masters graduates from the lower age ceiling. Both countries, however, now enforce an English requirement that Canada did not apply to the Post-Graduation Work Permit before November 2024 and that Australia had set lower before July 2024. For institutions, the consequences turn less on nationality than on degree level and discipline. A research-intensive doctorate sits differently in each system than a two-year coursework credential. That is not an accident; both governments have chosen to treat long research degrees as assets and shorter taught programs as risks to be managed.

Universities and colleges face unequal consequences

Canadian public colleges, particularly those in Ontario that had grown dependent on two-year business and hospitality programs, sit on the wrong side of the field-of-study rules. Canadian universities with one-year professional master's programmes gained from the February 2024 clarification, but their overall international intake remains constrained by the study permit cap and the provincial attestation letter. Australia's research-intensive universities keep their doctoral and research master's pipeline partly protected by the age exemption. The interplay is not a simple shift from one country to the other; it is a simultaneous contraction of two major destinations that once competed to be the most open.

What the rules mean for PhD candidates, postdocs and academic administrators

For a doctoral candidate in Canada, the decisive requirement is not field selection; it is the language test. A CLB 7 score in all four abilities is now required for a Post-Graduation Work Permit, even for a PhD whose dissertation and publications were written in English. The test result must remain valid under IRCC rules, and the permit stays employer-independent, meaning a postdoctoral fellow or lecturer can work for any institution once the permit is issued.

For a doctoral candidate in Australia, the age ceiling is less pressing than the English requirement, because PhD graduates may apply until age 50. A research master's or doctoral graduate receives three or four years respectively, but the English result must be less than one year old at application. That one-year validity window catches applicants who took IELTS early in a three-year doctorate and then delayed applying.

Administrators recruiting international graduate students should treat language test scheduling as part of the enrolment timeline. The policy shift also affects departmental hiring: postdoctoral supervisors in both countries may find that an international candidate's ability to accept a position depends on language test logistics, visa age limits and the date their student status ends.

The precedent being set

Some observers will see these changes as a reasonable correction after years of loose rules at the boundary between study and migration. There is evidence for that view: both governments faced housing and labour-market pressures, and both had created systems in which post-study work functioned as a de facto immigration stream without annual legislative debate. It does not follow, however, that the correction will land evenly. A Canadian college diploma in marketing now loses the Post-Graduation Work Permit route in many cases, while an Australian 36-year-old seeking a coursework master's must look elsewhere. Age and field boundaries do not reflect individual quality; they reflect administrative guesses about which graduate will fill a shortage.

The longer comparison is instructive. The United Kingdom kept its Graduate Route after the Migration Advisory Committee reviewed it in May 2024, preserving two years for bachelor's and master's graduates and three years for PhDs. New Zealand has retained its own post-study work rights of up to three years depending on study level. Canada and Australia have moved, in the same year, toward a more conditional model. Universities are now building recruitment around exceptions: Canada's research master's and doctoral degrees, Australia's PhD age concession, health and technology fields, and applicants who pass language tests early.

The question to watch is not which country tightens next, but whether post-study work remains an invitation to build a career or becomes a certification that the state has already judged your field useful. The first treats graduates as future colleagues; the second treats them as applicants to be screened. That distinction, more than the next cap or score threshold, will determine how universities describe their own degrees.
