About Anthony

Anthony Welch is Professor Emeritus of Education in the School of Education and Social Work, Faculty of Arts and Social Sciences at the University of Sydney. He holds an M.A. and Ph.D. in Education from the University of London, completed between 1974 and 1987. Prior to his academic career, he served as a school teacher in Australia and the United Kingdom. Joining the University of Sydney in 1990, he has held the position of Professor of Education and has been a Visiting Professor at universities and think tanks in the United States, United Kingdom, France, Japan, China, and Germany. He also serves as Adjunct Professor in the Education Department at Tianjin University. Welch's career includes extensive consulting for governments in Australia, Japan, Vietnam, Korea, Afghanistan, and Europe, as well as international organizations such as the OECD, UNDP, UNESCO, World Bank, ADB, CEDEFOP, BIBB, and IREDU.

His research focuses on national and international education policy and practice, cross-cultural analysis, higher education reforms especially in Asia and ASEAN, internationalisation of higher education, the academic profession, governance, financing, and corruption. He contributed to major projects including a 14-nation study of the academic profession (The Academic Profession: Portraits from Fourteen Countries, 1996), multinational studies on academic salaries, and Myanmar’s Comprehensive Education Sector Review (first since 1992). Awards include Fulbright New Century Scholar (2007-2008) on higher education, and DAAD Scholar (1997, 2001). Welch is on the editorial boards of ten international journals. Key publications encompass The Professoriate: Profile of a Profession (edited, 2005), Education, Change and Society (co-edited, 2007, 2010, 2013), Higher Education in Southeast Asia (2011), Counting the Cost: Higher Education for Inclusive Growth in Asia (ADB, 2012), International Faculty in Higher Education: People, Process, Paradox (2021), and Measuring Up in Higher Education: How University Rankings and League Tables are Re-shaping Knowledge Production in the Global Era (2021). His works appear in languages including German, Russian, French, Italian, Spanish, Chinese, Japanese, and Korean, influencing global education policy.
