About Carmen

Associate Professor Carmen Huckel Schneider holds the position of Associate Professor in Health Policy at the Sydney School of Public Health, Faculty of Medicine and Health, University of Sydney. She serves as Deputy Director of the Leeder Centre for Health Policy, Economics and Data, leading the Health Governance research stream, and as Director of Academic Education in the Sydney School of Public Health. Previously, she was Director of the Master of Health Policy at the Menzies Centre for Health Policy and Senior Adviser at the Sax Institute. Her professional contributions extend to advising on knowledge exchange and policy-relevant research.

Carmen Huckel Schneider completed her PhD at the University of Tübingen, with her doctoral thesis titled 'Legitimacy and Global Governance in Global Health Partnerships: A Comparison of GAVI and GFATM.' Her research focuses on health governance, administration, and financing, including leadership, financing models, and operational structures of global health initiatives. She has made significant contributions to understanding health system governance amid the COVID-19 pandemic, universal health coverage agendas, people-centred integrated service delivery, data sharing in health and social care, and health systems strengthening for pain management and musculoskeletal conditions. Key publications include 'Health system governance and the UHC agenda: key learnings from the COVID-19 pandemic' in BMJ Global Health (2021), 'Data sharing in health and social care in Australia' in npj Digital Public Health (2026), 'Context and priorities for health systems strengthening for pain and musculoskeletal conditions' in Health Policy and Planning (2023), 'Implementation of people-centred, integrated, and hybrid service delivery models' in Systematic Reviews (2026), 'The for-profit sector in humanitarian response: integrating ethical considerations into humanitarian health research' (2016), and 'Blueprints for Change: Integrating Systems Thinking into Health Policy Education' (recent).
