Charles Lowery, Ed.D., is an associate professor of Educational Leadership and Policy Studies in Virginia Tech's School of Education, a position he assumed in 2022. Prior to joining Virginia Tech, he served as an associate professor of Educational Leadership at Ohio University's Gladys W. and David H. Patton College of Education. Lowery's extensive K-12 experience includes roles as principal, assistant principal, District Title III Bilingual Coordinator, and bilingual teacher in Texas public schools. His academic credentials comprise an Ed.D. in Educational Leadership from Stephen F. Austin State University, an M.S. in Instructional Design and Technology from Walden University, an M.Ed. in Educational Administration, and a B.A. in Spanish from the University of Texas at Tyler. He also holds affiliations as faculty member at Delaware State University and Stephen F. Austin State University, where he serves on dissertation committees.
Recognized internationally as an expert in rural educational leadership, Lowery's research examines rural Appalachian schools and communities, the opioid crisis's impact on education, anti-racism in educational leadership, transnational and cross-cultural leadership, social justice, equity, democracy in education, moral literacy, and organizational culture. He has produced 28 peer-reviewed journal articles, 20 book chapters, and 6 edited books, with notable works including the co-edited The Handbook of Dewey’s Educational Theory and Practice (2019), Challenges for Global Learners: A Qualitative Study of the Concerns and Difficulties of International Students (2016, 247 citations), Democratic Spaces: How Teachers Establish and Sustain Democracy and Education in Their Classrooms (2019, 89 citations), Moral Literacy and School Leadership: Perceptions of Principals in Southeast Ohio on the Ethics of Decision-Making (2020, 55 citations), and Crisis Leadership and the Impact of Opioids on Schools and Students: Perspectives of School Leaders in Rural Appalachia (2020). Lowery has collaborated on studies with governments in Argentina, Saudi Arabia, and the United Kingdom. As Doctoral Program Leader, he teaches leadership theory, organizational behavior, qualitative research methods, and directs the Moral-Democratic Agency of Educational Leadership Lab. He serves as treasurer for the American Educational Research Association's SIG 185 and engages in media discussions on educational policies.
