About David

David Ehrlich serves as an Adjunct Instructor in the Paul H. O'Neill School of Public and Environmental Affairs at Indiana University Bloomington. He earned his Ph.D. in Political Science from Wayne State University in 2004, a Master of Public Policy (M.P.P.) from Georgetown University in 1989, and an A.B. with distinction and high honors in Political Science from the University of Michigan in 1981. His academic background has equipped him to teach extensively in public policy, drawing from a robust career spanning government service, policy analysis, and higher education.

Prior to his current role, Ehrlich taught more than 100 public policy-related courses across prominent institutions. He spent 15 years as full-time faculty in the Master of Public Administration (MPA) and Environmental Management and Sustainability programs at the Illinois Institute of Technology, and chaired the Leadership and Policy Studies degree program at DePaul University School of Public Service. He has also held adjunct teaching positions at the University of Illinois at Chicago's College of Urban Planning and Public Affairs and the University of Wisconsin-Madison's La Follette School of Public Affairs. In government, he worked as a senior analyst at the U.S. Government Accountability Office, where he authored or coauthored reports on energy and the environment, innovative policy approaches, transportation finance, airline safety, flight training, health care, occupational safety, federal education assistance, and military weapons systems. He briefed members of Congress, congressional committees, executive agencies, and nongovernmental groups on legislation, policy design, and public management issues. Earlier, he served seven years as a senior legislative assistant to two high-ranking members of the U.S. Congress, including the Chairman of the House Rules Committee and a former U.S. Senator, as well as a former Chairman of the House Ways and Means Committee, Joint Tax Committee, Select Committee on Narcotics Abuse and Control, and Congressional Black Caucus. Ehrlich's research interests encompass policy design, analysis, and evaluation; policy implementation; public management; and environmental policy. At Indiana University, he teaches courses such as SPEA 412.
