Dr. Deepak Behera is a Lecturer in the Economics and Finance Department at RMIT University Vietnam, part of The Business School at the Saigon South Campus. He earned his Ph.D. in Economics from the Indian Institute of Technology Madras in January 2029. His doctoral thesis, 'Health Care Financing in Indian States: A Fiscal Space Perspective,' analyzed the impact of macroeconomic policies on public healthcare expenditure and identified revenue mobilization strategies to enhance healthcare prioritization at the regional level in India. Behera's academic career includes prior roles as Assistant Professor at Birla Global University in Bhubaneswar, India from June 2022 to June 2023, and at Manipal Academy of Higher Education in Manipal, India from November 2020 to June 2022. He also served as Research Associate at the Public Health Foundation of India in New Delhi from February to September 2019 and Lecturer at the Asian Institute of Public Health in Bhubaneswar from October 2019 to October 2020. He contributed to developing a master's program in Health Economics at Manipal Academy and has taught courses in biostatistics, healthcare financing, health policy, and introductory health economics. Behera has supervised Master of Public Health students on topics such as telemedicine, WASH practices, health-seeking behaviors among tribal populations, menstrual hygiene, and the efficacy of Indian government health schemes.
Behera's research focuses on macroeconomics, public finance and policy, development economics, health economics and policy, and global public health. His investigations cover healthcare utilization and access, efficiency of health expenditures, aging and cognitive health, financial protection against disabilities, healthcare financing, climate-health linkages, disease risk factors, and digital health interventions for aging populations. He has published in leading journals including The Lancet Global Health, BMC Public Health, Scientific Reports, Journal of Behavioral and Experimental Economics, Alzheimer’s & Dementia, Archives of Public Health, Global Health Research and Policy, Maternal and Child Health Journal, Cost Effectiveness and Resource Allocation, and Health Research Policy and Systems. Key publications include 'Burden and causes of anemia in Vietnam' (2024), 'Analyzing stroke burden and risk factors in India using data from the global burden of disease study 2019' (2024), 'Effects of air pollution on global health: evidence from the BRICS nations' (2024), 'Heterogeneity in health funding and disparities in health outcome: a comparison between high focus and non-high focus states in India' (2023), and 'Alzheimer’s disease and dementia in Japan: Epidemiological transition and future projections to 2050' (2025). Behera received the Health Policy and Systems Research Fellowship in 2021, during which he led a project on palliative care for cancer patients. He currently serves as Associate Editor of Health Economics Review, a Q1 journal, and is a member of Health Systems Global.
