Eric A. Heinze is a Professor of International and Area Studies, Interim Associate Dean of the David L. Boren College of International Studies, and Max and Heidi Berry Chair of International Studies at the University of Oklahoma. He holds a Ph.D. in Political Science from the University of Nebraska (2005), with fields in International Relations and Political Theory, along with a Certificate in International Human Rights; an M.A. in Political Science from Virginia Tech (2001); and a B.A. in Political Science, summa cum laude, from Fort Hays State University (1999). Heinze joined the University of Oklahoma in 2005 as Assistant Professor with a joint appointment in the Departments of Political Science and International and Area Studies, advancing to Associate Professor (2011-2017), full Professor (2017-present), Associate Chair of International and Area Studies (2016-2019), and Department Chair (2019-2023). He previously served as Instructor in the Department of Political Science at the University of Nebraska (2002-2005). Currently, he is also Affiliate Faculty in the Oklahoma Aerospace and Defense Innovation Institute (2022-present) and the Cyber Governance and Policy Center (2017-present). Heinze teaches undergraduate and graduate courses on international law, international human rights, ethics and international relations, international organizations, and genocide.
Heinze's research examines ethical and legal issues in international relations, with a focus on international norms pertaining to armed conflict, human rights, genocide and mass atrocity, humanitarian intervention, the Responsibility to Protect, international law and non-state armed groups, and the law and ethics of limited wars. His major publications include *Global Violence: Ethical and Political Issues* (Routledge, 2016), *Waging Humanitarian War: The Ethics, Law, and Politics of Humanitarian Intervention* (SUNY Press, 2009), and co-edited volumes *Routledge Handbook of Ethics and International Relations* with Brent J. Steele (Routledge, 2018) and *Ethics, Authority, and War: Non-State Actors and the Just War Tradition* (Palgrave Macmillan, 2010). Key articles feature “International Law, Self-Defense, and the Israel-Hamas Conflict” (*Parameters*, 2024), “Limited Force and the Return of Reprisals in the Law of Armed Conflict” with Rhiannon Neilsen (*Ethics and International Affairs*, 2020), and “The Evolution of International Law in Light of the ‘Global War on Terror’” (*Review of International Studies*, 2011). Heinze has received awards including the Fort Hays State University Young Alumni Award (2012), multiple Junior Faculty Summer Research Fellowships and Research Grants from the University of Oklahoma, Phi Beta Delta Outstanding International Scholar Award (2004), and various faculty development and enrichment grants.
