About Eugene

Eugene B. McGregor, Jr., Professor Emeritus at Indiana University Bloomington's O'Neill School of Public and Environmental Affairs, specializes in the interaction of politics, public policy, and management practice. He has devoted his career to studying comparative approaches to complex public systems, emphasizing strategic management and decision making. McGregor's research interests encompass the relationship between education and economic development and the impacts of information technology on the structure and management of public and nonprofit enterprises. Through his leadership in the Joint Ph.D. Program in Public Policy with the Department of Political Science, he bridged public policy and political science perspectives.

McGregor received an A.B. from Dartmouth College in 1964 and a Ph.D. from Syracuse University in 1969. He joined the O'Neill School in 1973, serving in key roles such as director of the Master of Public Affairs degree program, chair of the Policy and Administration and Policy Analysis faculties, and director of the school's Overseas Education programs. He was a visiting professor at Leiden University and Erasmus University of Rotterdam. His consultancies included NASA's Goddard Space Flight Center, the U.S. Department of Labor, U.S. General Accountability Office, United Nations International Seminar in the People's Republic of China, National Academy of Public Administration, Indiana Department of Mental Health, Indiana Public Defender Council, and Indiana House of Representatives Judiciary Subcommittee on Executive Branch Reorganization. He also directed Emeriti House from 2016 to 2019. McGregor authored over two dozen refereed journal articles, reviews, and book chapters, including "Politics and the career mobility of bureaucrats" in American Political Science Review (1974), "Strategic Management of Human Knowledge, Skills, and Abilities: Workforce Decision Making in the Post-Industrial Era" (Jossey-Bass, 1991), "American Public Policy Problems, 2nd Edition" (Prentice-Hall, 2000, with Charles F. Bonser and Clinton V. Oster, Jr.), and the chapter "Making Sense of Change" in Advancing Public Management (Georgetown University Press, 2000). As Book Review Editor for Journal of Policy Analysis and Management, he published reviews such as those of "Recognizing Public Value" (2014), "Governing Fables" (2013), "The Equity Puzzle" (2009), and "The Trust Problem" (2007). He received the Indiana University Bicentennial Medal in 2020 and the O'Neill Distinction in Teaching Award.
