Ezekiel J. Emanuel is the Vice Provost for Global Initiatives and Diane v.S. Levy and Robert M. Levy University Professor at the University of Pennsylvania, holding appointments in the Department of Medical Ethics and Health Policy in the Perelman School of Medicine and as Professor of Health Care Management at The Wharton School. He serves as Co-Director of the Healthcare Transformation Institute and is a breast oncologist. Emanuel earned his BA in Chemistry from Amherst College in 1979, MSc in Biochemistry from Exeter College, Oxford University in 1981, MD from Harvard Medical School in 1988, and PhD in Political Philosophy from Harvard University in 1989. After completing his internal medicine residency at Beth Israel Hospital and oncology fellowship at the Dana-Farber Cancer Institute, he joined the Harvard Medical School faculty. His career trajectory includes roles as founding Chair of the Department of Bioethics at the National Institutes of Health from 1997 to 2011, Special Advisor for Health Policy to the Director of the Office of Management and Budget in the White House from 2009 to 2011—where he helped draft the Affordable Care Act—and Chair of the Department of Medical Ethics and Health Policy at Penn from 2011 to 2020. He has held visiting professorships at UCLA, Johns Hopkins as Brin Professor, Stanford as Kovitz Professor, and New York University Law School.

Emanuel has authored or edited 15 books, including Which Country Has the World’s Best Health Care? (2020), Prescription for the Future (2017), Reinventing American Health Care (2014), and Healthcare, Guaranteed (2008), alongside over 350 scientific articles on bioethics, health policy, research ethics, end-of-life care, health care reform, and oncology. His publications have exceeded 73,000 citations, establishing him as the most widely cited bioethicist. Key works include "Predicting the future—big data, machine learning, and clinical medicine" (2016) and "Fair allocation of scarce medical resources in the time of Covid-19" (2020). He has received prestigious honors such as election to the National Academy of Medicine and American Academy of Arts and Sciences, Dan David Prize Laureate in Bioethics (2018), Lifetime Achievement Award from the American Society of Bioethics and Humanities (2020), and David E. Rogers Award (2020). Emanuel advises the World Health Organization Director General, serves as Senior Fellow at the Center for American Progress, and is a member of the Council on Foreign Relations, shaping global health policy discourse.
