Associate Professor Fiona Buick serves as Deputy Head of School (Education) and Senior Lecturer in the School of Business at UNSW Canberra, University of New South Wales. She earned her PhD in Management from the University of Canberra in 2012, along with a Master of Human Resource Management in 2007, Graduate Diploma in Employment Relations in 2001, and Bachelor of Applied Psychology in 2000, all from the same institution. Before pursuing her doctorate, she worked as a human resource practitioner in the Australian Public Service and the Commonwealth Scientific and Industrial Research Organisation. Buick contributes significantly to the Capability stream of the Public Service Research Group, leading funded projects including Flexible Working in the Australian Capital Territory Public Service (ANZSOG, $97,445.94, 2021-22) and Disability Research Capacity in Australia (National Disability Research Partnership, $51,235.23, 2022). She has supervised seven Higher Degree by Research candidates to completion in areas such as human resource management, public sector management, and organisational culture. Her teaching portfolio includes Developing Organisational Capability (ZBUS8316) and Workforce Planning (ZBUS8317), and she is the key contact for the Master of Workforce Planning program.
Buick's research addresses key people management challenges in public sector organisations, focusing on strategic human resource management, organisational culture, performance management, change management, employee well-being, and hybrid working. She employs qualitative methods to explore improving HR practices for capacity building. Notable awards include the 2022 Richard A. Swanson Research Excellence Award for 'Using system traps to understand and potentially prevent human resource development intervention failure' (Human Resource Development Quarterly), the 2019 Best Article Award in Review of Public Personnel Administration for 'Managing expectations to create high performance government', and the 2016 Louis Brownlow Award for 'Effective practitioner–scholar relationships: Lessons from a coproduction partnership' (Public Administration Review). Key publications encompass co-editing the Handbook on Performance Management in the Public Sector (Edward Elgar, 2021); journal articles such as 'Different Approaches to Managerial Support for Flexible Working: Implications for Public Sector Employee Well-Being' (Public Personnel Management, 2024), 'Behavioural change and cultural evolution, rather than cultural change: Insights for Australian Public Service Reform' (Australian Journal of Public Administration, 2024), and 'The 70:20:10 framework and the transfer of learning' (Human Resource Development Quarterly, 2018); and book chapters like 'Institutions and Wicked Problems' (2023). Her scholarship, with over 1,400 citations, informs public sector reforms, media discussions, and policy submissions.
