Frank J. Vilardo serves as Associate Professor Emeritus at the Paul H. O'Neill School of Public and Environmental Affairs, Indiana University Bloomington. He holds a Doctor of Public Health (Dr.P.H.) from the University of North Carolina (1971), a Master of Arts (M.A.) from Xavier University (1965), and a Bachelor of Science (B.S.) from Xavier University (1962). Vilardo founded the O'Neill School's program in healthcare management and policy, establishing a foundational initiative in public health education and research at the institution.

His research specializations encompass public and private health administration, drunk-driver countermeasures, transportation incidents involving radioactive materials, enforcement of local retail food inspection laws, and injuries as a public health problem from a behavioral perspective. Vilardo taught courses such as Health Care Management and Policy and Health Management Ethics, and provided filmed lectures for the Health Administration (H320) course. In 2004, he received the Trustees Teaching Award from the School of Public and Environmental Affairs for outstanding teaching.
