Haruko Noguchi is Professor in the Faculty of Political Science and Economics at Waseda University. She earned a B.A. in 1988 and an M.A. in 1990 from Waseda University’s School of Economics, followed by a Ph.D. in Economics from the Graduate Center of the City University of New York in 1997. Her early career included research positions at the International Longevity Center at Mount Sinai School of Medicine, the National Bureau of Economic Research, and Stanford University’s Department of Public Health and Institute for Economic Policy Research.
Since joining Waseda University as Professor in 2012, Noguchi has focused on health economics, applied microeconometrics, and the theory of social security systems, with current interests in socio-economic determinants of children’s human capital, policy evaluation in health and long-term care markets, and sustainable social welfare systems. She previously held positions at Toyo Eiwa University and the National Institute of Population and Social Security Research. Noguchi received the 2025 Waseda Research Award in the Leading Research category, the 2021 Commendation for Science and Technology by the Minister of Education, Culture, Sports, Science and Technology, and serves as a member of the Science Council of Japan. She directs the Waseda Institute of Social & Human Capital Studies and participates in numerous government committees, including the Central Social Insurance Medical Council. Her work emphasizes evidence-based policy making using administrative data.
