Dr. Hsin-Ching Wu serves as Assistant Professor of Arts Management and Director of the Graduate Certificate in Arts and Cultural Management at the College of Charleston. She earned her Ph.D. in Public Policy from the University of Massachusetts Boston, with a dissertation titled “The Role of Massachusetts Cultural Council in State Cultural Policy: Institutionalism, Policy Goals, and Perceived Outcomes in the Arts and Culture.” She also holds M.A. degrees in Arts Management and American Studies from the State University of New York at Buffalo. Prior to her current position, which she assumed in 2021, Dr. Wu taught for many years in the Master of Public Administration program at UMass Boston, where she advised students on their capstone projects. She was a postdoctoral research affiliate at the Performing Arts Administration Graduate Program at New York University. At UMass Boston's Institute for Asian American Studies, she participated in a multidisciplinary team addressing health literacy among low-income immigrant populations through culturally accessible approaches integrating creative visual aids and technology. Her career includes collection management experience at the University at Buffalo galleries and as manager for the estate of gallerist David K. Anderson, son of Martha Jackson.
Dr. Wu’s research agenda focuses on the intersection of nonprofit arts and cultural management, public administration and policy, and social equity. Her interests encompass cultural policy, cultural representation, place branding, e-governance, racial and ethnic disparities, and mixed methods research. Key publications include “Advancing a multi-actor model of artist-in-residence practice” with K. Keeney (Cultural Trends, 2024), “The Evolution of Public Branding in the Digital Age: An Empirical Investigation of US Cities” with A. P. Manoharan and L. Hohensinn (International Journal of Public Administration, 2024), “The Emerging Role of Artists in Co-Creation of Climate Adaptation” with K. Keeney and C. Burgess (Journal of Cultural Management and Cultural Policy, 2022), and “Digital Branding for Government Public Relations” with A. P. Manoharan (Routledge, 2021). She has received the 2023 Best Paper by Emergent Arts Administration Educator from the Association of Arts Administration Educators, the 2021 Founders' Fellow from the American Society for Public Administration, the 2023 Faculty Research & Development Grant, and the 2022 School of the Arts Dean's Excellence Award from the College of Charleston. Dr. Wu serves as an advisory committee member for the Halsey Institute of Contemporary Arts at the College of Charleston, on the board of Social Theory, Politics, and the Arts, and on the editorial board of the International Journal of Regional Issues in the Arts. She is also affiliated faculty in the Master of Public Administration program and a Faculty Fellow at the Joseph P. Riley Jr. Center for Livable Communities.
