Joel Feinman serves as a Sessional Instructor in the Faculty of Law at the University of Victoria, teaching courses such as LAW 110: Legal Research and Writing and LAW 343: Contemporary Issues in Law: Mental Health Law. He has instructed these and related courses over multiple semesters, including Fall 2022, Spring 2024, Fall 2024, and Spring 2025.
Prior to his role at the University of Victoria, Feinman was the Pima County Public Defender in Tucson, Arizona, from April 2017 to May 2022. Selected by County Administrator Chuck Huckelberry and ratified by the Pima County Board of Supervisors on April 18, 2017, he oversaw the delivery of quality, timely, and fair representation to indigent clients accused in criminal matters. Throughout his five-year tenure, Feinman advocated for his clients and pursued systemic reforms within the criminal justice system while committing to its unbiased application. He resigned effective May 2, 2022, to relocate to Victoria, British Columbia. Feinman earned a bachelor's degree in Latin American history from Northwestern University, a master's degree from the University of Arizona, and a Juris Doctor from the University of Arizona James E. Rogers College of Law. From 2013 to the present, he has held the position of Adjunct Professor of Law at the University of Arizona College of Law and served as a Part-time Professor of Practice, contributing to programs like the National Trial Competition. Born in Tucson, he ran as the Democratic candidate for Pima County Attorney in 2016. Feinman has delivered public lectures, including a presentation titled 'The Crimes of Mass Incarceration' in 2018 and appearances at the University of Arizona Law School's PCLP Wednesday Speaker Series. He was elected to the board of directors of Planned Parenthood Arizona. Currently, he is an Articled Student at Claus & Drury, a law firm in Victoria.
