Dr Joel Lisk serves as Lecturer in Space Law at Flinders University in the College of Business, Government and Law. He completed a Bachelor of Laws with First Class Honours and a Bachelor of Science in Biochemistry and Genetics at the University of Adelaide in 2018, followed by a Graduate Diploma of Legal Practice in 2019 and a Doctor of Philosophy in 2024 from the same university. A qualified barrister and solicitor of the Supreme Court of South Australia and the High Court of Australia, Dr Lisk maintains a private legal practice focused on competition and consumer law, privacy and data protection, space operations and activities, and complex regulatory frameworks. His academic and professional work centres on the laws applicable to private and commercial activities in outer space, the design and impacts of domestic laws on commercial activities, and the regulation of emerging technologies to mitigate risks to consumers. He has contributed to the development, implementation, and reform of national regulatory frameworks for space activities, as well as research on consumer protection law in Australia with emphasis on interactions with new and digital technologies, privacy, data protection, and online safety regulation.
Dr Lisk is a member of the Jeff Bleich Centre for Democracy and Disruptive Technologies and serves as Founding Director of the Space Law Council of Australia and New Zealand, having acted as its Company Secretary from 2021 to 2026. He also chairs the Space Law Select Committee of the Law Society of South Australia and holds a research affiliate role with the Australasian Centre for Space Governance. In his teaching capacity, he coordinates topics including Contract Law, Outer Space Governance, Advanced and Comparative Competition Law, and the Vienna Internship Program, while lecturing in Contracts. He has presented research at domestic and international conferences on topics such as the regulation of new technologies and artificial intelligence in legal contexts. Dr Lisk is available for expert media commentary in areas including Law, Space, Technology, Competition and Consumer Law, International Law, Privacy and Data Protection, Space Law, and Technology Regulation.
