About Laura

Laura Bloomberg, Ph.D., served as Dean of the Humphrey School of Public Affairs at the University of Minnesota Twin Cities from June 2017 to August 2021. Prior to that, she was Associate Dean from June 2013 to June 2017, Interim Associate Dean from January to May 2013, Executive Director of the Center for Integrative Leadership from 2009 to 2012, and Graduate Faculty Member from 2007 onward. She also served as Adjunct Faculty Member in Educational Policy and Administration from 1996 to 2003. Earlier roles include Principal and K-12 District Administrator at the West Metro Education Program from 2000 to 2007 and Co-Founder and Partner at Full Circle Community Institute from 1996 to 2012. Additionally, she was Associate Director of the Institute on Community Integration at the University of Minnesota from 1990 to 1996. Bloomberg holds a Ph.D. in Educational Policy and Administration from the University of Minnesota (1996), an M.S. in Educational Psychology and Measurement with a minor in Developmental Psychopathology from Cornell University (1987), and a B.S. in Special Education/Developmental Cognitive Disabilities from St. Cloud State University (1984).

Bloomberg's academic interests encompass community-based leadership, program evaluation, public value governance, leadership for global grand challenges, K-12 educational policy and innovation, cross-sector leadership, youth engagement, food systems leadership, charter school leadership, and interagency collaborative initiatives. Key publications include co-editing Public Value and Public Administration (Georgetown University Press, 2015) and Creating Public Value in Practice (CRC Press, 2015) with Barbara C. Crosby and John M. Bryson. Notable peer-reviewed articles are 'Public Value Governance: Moving Beyond Traditional Public Administration and the New Public Management' in Public Administration Review (2014), and 'InCommons: Supporting Community Based Leadership' in Community Development Journal (2012) with J. Sandfort. She authored policy reports such as 'Antibiotic Use in Agriculture: What’s the Right Balance?' (2011), 'Ensuring Food Safety: Whose Responsibility Is It?' (2012), and 'Food Labeling: Nice to Know or Need to Know?' (2013), all with William Hueston through the University of Minnesota's Center for Integrative Leadership. Bloomberg received the Jernberg Award for the Improvement of Student Life (2013), University of Minnesota Fellowship for Internationalizing Teaching and Learning (2012-2013), Outstanding University of Minnesota Faculty Member (2011), Humphrey School Faculty Member of the Year (2011), and Core Instructor of the Year (2010).
