About Leonid

Professor Leonid Semenovich Maltsev is the Director of the Institute of Civil Service at the Academy of Public Administration under the aegis of the President of the Republic of Belarus, a position he has held since January 2, 2019. A retired Colonel-General with a distinguished career in military leadership and state service, Maltsev possesses advanced academic qualifications, including the degree of Doctor of Political Sciences awarded on January 31, 2025, Candidate of Sociological Sciences earned in 1999 for his dissertation on the activities of military command bodies in maintaining military discipline, and the professorial title in Political Science conferred in the same ceremony. His formal education comprises graduation from the Minsk Suvorov Military School in 1967, the Kyiv Higher All-Arms Command School in 1971 with distinction, the Frunze Military Academy in 1979, and the Military Academy of the General Staff of the Armed Forces in 1992 with distinction.

Maltsev's professional trajectory includes key command roles such as platoon, company, and battalion leader in the Group of Soviet Forces in Germany from 1972 to 1974, various positions in the Far East Military District from 1979 to 1990, First Deputy Commander of the 28th Combined Arms Army in 1992, and Commander of the 28th Army Corps in 1993. In the Republic of Belarus, he served as Chief of the General Staff and First Deputy Minister of Defense starting August 1994, Minister of Defense from October 1995 to November 1996 and from September 2001 to December 2009, Deputy State Secretary of the Security Council from November 2000, State Secretary of the Security Council from December 2009 to November 2013, and Chairman of the State Border Committee from November 2013 to December 2016. Prior to his current role, he was Prorector for Innovation and Scientific Work at the International University MITSO from April 2017. Among his honors are the Order of Military Glory (December 2008), Order For Service to the Motherland I degree (November 2003), Orders For Service to the Motherland in the Armed Forces of the USSR II and III degrees, Order of Friendship (Russia, 2009), and the title of Honored Specialist of the Armed Forces of the Republic of Belarus (June 2002). In his academic capacity, Maltsev oversees advanced training for civil servants, advocating andragogical approaches tailored to adult learners and engaging in discussions on national security, social policy, and ideological issues through academy-hosted roundtables.
