M. C. Frank Chang is a Distinguished Professor of Electrical and Computer Engineering and the Wintek Chair in Electrical Engineering at the University of California, Los Angeles Samueli School of Engineering. He received his B.S. degree from National Taiwan University, M.S. degree from National Tsing Hua University, and Ph.D. degree from National Chiao Tung University in 1979. From 1983 to 1997, Chang served as Assistant Director and Department Manager of the High Speed Electronics Laboratory at Rockwell International Science Center in Thousand Oaks, California, where he led the research and development of integrated-circuit technologies. Since joining UCLA in 1997, he has directed the High Speed Electronics Laboratory, focusing on high-speed semiconductor devices and integrated circuits for digital, analog, microwave, millimeter-wave, and terahertz system-on-chip applications. Chang has graduated more than 45 Ph.D. students and holds the position of IEEE Life Fellow since 2017.
Chang's research specializes in high-speed and high-frequency up to Terahertz mixed-signal semiconductor heterojunction devices and CMOS integrated circuits for radio, radar, imager, space science instrumentation, interconnect, and Edge-AI Systems-on-Chip applications. He pioneered the development and commercialization of AlGaAs/GaAs Heterojunction Bipolar Transistor and BiFET technologies, contributing to multibillion-dollar industries and enabling power-efficient components in smartphones. Key publications include the edited book Current Trends in Heterojunction Bipolar Transistors (1996); A Blocker-Tolerant, Noise-Cancelling Receiver Suitable for Wideband Wireless Applications (IEEE Journal of Solid-State Circuits, 2012, Best Paper Award); CMP Network-on-Chip Overlaid With Multi-Band RF-Interconnect (IEEE HPCA, 2008, Best Paper Award); and recent works such as A 71-86GHz 1024QAM Direct-Carrier Phase-Modulating Transmitter (2025). His profound influence on the field is recognized by numerous honors, including the 2026 John Fritz Medal, 2023 IEEE/Royal Society of Edinburgh James Clerk Maxwell Medal, National Academy of Engineering membership (2008), European Academy of Sciences and Arts membership (2022), IEEE David Sarnoff Award (2006), IEEE Fellow (1996), IET J.J. Thomson Medal (2017), and IEEE-HKN Eminent Membership (2023).
