About Marianna

Marianna Shchotkina serves as Director of the Research Institute of Theory and Practice of Public Administration at the Academy of Public Administration under the aegis of the President of the Republic of Belarus. She holds a degree in physics from Leningrad State University, obtained in 1982, and a degree in state management of the social sphere from the Academy of Public Administration in 2007. Shchotkina earned the academic degree of Candidate of Sociological Sciences and the title of Associate Professor. Her early career included roles as a physics teacher, deputy school director, school director, and head of the education department in the Frunzensky District administration of Minsk from 1986 to 2003. She later served as deputy head of the Leninsky District administration of Minsk from 2003 to 2005.

In her extensive public service career, Shchotkina was Minister of Labor and Social Protection of the Republic of Belarus from 2004 to 2010, First Deputy Prime Minister from 2010 to 2012, and Deputy Chairwoman of the Council of the Republic of the National Assembly from 2012 to 2024. Since January 2025, she has led the Research Institute, overseeing scientific research in public administration theory and practice. She also holds the position of professor at the Department of Social Policy and Ideology within the Institute of Public Service at the Academy. Her research specializations encompass state management of the social sphere, social policy, and new technologies in social servicing. Key publications include 'Gosudarstvennoe upravlenie sotsial'noi sferoi' (2021) in Problemy upravleniia, and 'Novye tekhnologii sotsial'nogo obsluzhivaniia naseleniia: perspektivy vnedreniia v Respublike Belarus'' (2016). Shchotkina has contributed to numerous seminars and conferences on topics such as ideological foundations, quality cadres for public administration, and Union State development. Among her honors are Honored Worker of Social Protection of the Republic of Belarus, Order of Honor (Belarus), Order 'Commonwealth' (2018) from the Inter-Parliamentary Assembly of the CIS, and Gratitude of the President of the Republic of Belarus.
