Nancy Elena Ferreira Gomes holds a PhD in International Relations from the Faculty of Social Sciences and Human Sciences at Universidade Nova de Lisboa, where she completed her doctoral thesis titled A Política de Portugal para a Ibero-América, a partir de 1991 in 2014. She earned a Master's degree in International Relations from the Instituto Superior de Ciências Sociais e Políticas of the Universidade Técnica de Lisboa (now Universidade de Lisboa) and a Bachelor's degree in International Studies from the Universidad Central de Venezuela. As Professora Associada in the Department of International Relations at Universidade Autónoma de Lisboa since 1995, she served as scientific coordinator of the Licenciatura em Relações Internacionais from January 2020 to February 2023. She is a researcher at OBSERVARE - Observatório de Relações Externas de Portugal at UAL and at the Centro de Estudos Internacionais of Iscte - Instituto Universitário de Lisboa.
Her research focuses on Ibero-American affairs, relations between the European Union and Latin America and the Caribbean, Latin American politics, and international relations in contexts such as climate change, pandemics, and regional integration. Gomes coordinates the Curso Avançado de Estudos sobre a América Latina in partnership with the Departamento de Relações Internacionais of UAL and the Instituto da Defesa Nacional, as well as the Cátedra de Estudos Ibero-Americanos established by the Organização de Estados Ibero-Americanos para a Educação, a Ciência e a Cultura (OEI) and UAL. Since September 2022, she has been Director of the Delegação de Portugal of the Fundação Universitária Ibero-Americana (FUNIBER). She received a doctoral scholarship from the Calouste Gulbenkian Foundation and served as consultant in the Serviço de Educação e Bolsas of the same foundation from 2001-2005 and 2007-2008. Key publications include book chapters such as 'La III Cumbre UE-CELAC: expectativas en contexto de hostilidades en Europa' (2023), 'O pensamento de Luís Moita e a insuficiência das teorias' (2023), and articles like 'UE-ALC: Cooperação na luta contra as alterações climáticas' (2024), 'A III Cimeira UE ‒ CELAC, oito anos depois' (2024), 'A Grande Colômbia: Política Externa e Desintegração Regional' (2024), and co-authored works on the pandemic's impact on human rights in Latin America (2022) and China's tianxia concept (2022). She regularly participates in conferences, seminars, and serves as a media commentator on Latin American issues.
