Rose's research interests encompass industrial organization, competition policy, economics of regulation, energy economics, and transportation markets. Notable publications include “Do Markets Reduce Costs? Assessing the Impact of Regulatory Restructuring on U.S. Electric Generation Efficiency” (American Economic Review, 2007, with Fabrizio and Wolfram), “Competition and Price Dispersion in the U.S. Airline Industry” (Journal of Political Economy, 1994, with Borenstein), “Profitability and Product Quality: Economic Determinants of Airline Safety Performance” (Journal of Political Economy, 1990, with Joskow), and the edited volume Economic Regulation and Its Reform: What Have We Learned?
