Paloma Krõõt Tupay is Associate Professor of Constitutional Law at the University of Tartu School of Law, Department of Public Law, based in the Tallinn Office. She earned her dr. iur. degree and advanced through academic ranks at the University of Tartu, previously serving as Lecturer in Constitutional Law within the Faculty of Law. Earlier in her career, Tupay held positions at the Office of the President of the Republic of Estonia and the Ministry of Justice and Digital Affairs, providing her with insights into state organization and governance.
Tupay's academic interests center on constitutional law, fundamental rights, state law, digital constitutionalism, digital government, data protection, and technology's role in law.
