Dr. Renee Flasher is an Associate Professor of Accounting in the School of Business Administration at Penn State Harrisburg, where she has been teaching and researching since August 2018. Prior to this appointment, she taught at Ball State University and worked in industry as an external financial and information technology auditor and internal auditor. She earned her Ph.D. from The Pennsylvania State University and holds a Master of Science and Bachelor of Science from Case Western Reserve University. Flasher teaches courses including Government and Non-Profit Accounting, Forensic Accounting, Auditing, Accounting Information Systems, and IT Auditing. Her professional affiliations include the American Accounting Association, the Institute of Management Accountants, and the Association of Certified Fraud Examiners.
Flasher's academic interests encompass ethics, standard setting, fraud enforcement resources, data breaches and privacy, fraud, sustainability, and gender equality. She has published in journals such as Studies in Higher Education, Journal of Public Budgeting, Accounting & Financial Management, Journal of Forensic and Investigative Accounting, Current Issues in Auditing, Journal of Accounting Education, Journal of Business Ethics, Asian Review of Accounting, and Research in Accounting Regulation. Notable publications include "Strategic positioning and asymmetric cost behavior" (Asian Review of Accounting, 2025), "The case of tenure and promotion: an examination of Title VII and minoritized faculty representation" (Studies in Higher Education, 2025), "Leave it in! Analyzing the responses to a proposal to remove governmental accounting from the certified public accountant examination" (Journal of Public Budgeting, Accounting & Financial Management, 2023), "The structure of state auditor functions in the fight against corruption" (Current Issues in Auditing, 2022), and "Impact on Corruption from Enforcement Around Personal Financial Disclosure" (Journal of Forensic and Investigative Accounting, 2023). Flasher was selected as a 2024-25 Fulbright Scholar to research Global Data Protection Regulation enforcement in Portugal and appointed as an academic representative to the Comptroller General’s Advisory Council on Government Auditing Standards.
